Transportation Facility Designations/Senior Inspector Rita Jane Hall Memorial Highway; Providing an honorary designation of a certain transportation facility in a specified county; directing the Department of Transportation to erect suitable markers, etc.

Citizen’s Arrest; Abrogating the common-law remedy of citizen’s arrest; prohibiting a private person who is not a law enforcement officer from arresting another person; providing exceptions, etc.

Prior Authorization; Redefining the term “health insurer” as “utilization review entity” and revising the definition; requiring utilization review entities to establish and offer a prior authorization process for accepting electronic prior authorization requests; specifying additional requirements and procedures for, and restrictions and limitations on, utilization review entities relating to prior authorization for covered health care benefits, etc.

State Acquisition of Lands; Requiring, rather than authorizing, the Department of Environmental Protection and the Department of Agriculture and Consumer Services to disclose appraisal reports to private landowners or their representatives during acquisition negotiations; requiring private landowners and their representatives to maintain the confidentiality of such reports or information disclosed by the Department of Agriculture and Consumer Services, etc.

False Personation; Prohibiting the performance of certain acts with specified intent while falsely personating another; providing criminal penalties, etc.

Criminal Defendants Adjudicated Incompetent to Proceed; Requiring that the Department of Children and Families initiate a transfer evaluation to determine if a defendant adjudicated incompetent to proceed meets the criteria for involuntary civil commitment if it determines that the defendant will not or is unlikely to gain competence; requiring that a copy of the evaluation be provided to the court and counsel, etc.

Required Instruction in the History of Asian Americans and Pacific Islanders; Requiring that the history of Asian Americans and Pacific Islanders be taught in the public schools; requiring that instructional materials used in teaching this subject area include specified information, etc.

Rural Development; Requiring certain agency agreements to include a provision authorizing the agency to provide for the payment of specified invoices to certain counties or municipalities for certain verified and eligible performance; revising the percentages of total infrastructure project cost which the Department of Economic Opportunity may award through grants from the Rural Infrastructure Fund; deleting provisions allowing eligible funds to be used for broadband Internet service and access; authorizing the department to award grants up to a specified amount for specified planning and preparation activities, etc.
