Florida Statutes; Adopting the Florida Statutes 2026 and designating the portions thereof that are to constitute the official law of the state; providing that the Florida Statutes 2026 shall be effective immediately upon publication; providing that general laws enacted during the 2025 regular session and prior thereto and not included in the Florida Statutes 2026 are repealed; providing that general laws enacted after the 2025 regular session are not repealed by this adoption act, etc.

Florida Statutes; Deleting provisions which have become inoperative by noncurrent repeal or expiration and, pursuant to s. 11.242(5)(b) and (i), F.S., may be omitted from the 2026 Florida Statutes only through a reviser’s bill duly enacted by the Legislature, etc.

Florida Statutes; Deleting provisions that have expired, have become obsolete, have had their effect, have served their purpose, or have been impliedly repealed or superseded; replacing incorrect cross-references and citations; correcting grammatical, typographical, and like errors; removing inconsistencies, redundancies, and unnecessary repetition in the statutes; and improving the clarity of the statutes and facilitating their correct interpretation, etc.

Newborn Screenings; Citing this act as “Mattie’s Law”; requiring that newborns, beginning on a specified date, be screened for biliary atresia; requiring the Department of Health to consult with the Genetics and Newborn Screening Advisory Council before adopting certain rules; requiring hospitals that provide birthing services to screen for biliary atresia in a specified manner, etc.

Speech and Debate Education; Creating the Florida Speech and Debate Hall of Fame; designating Florida Speech and Debate Week annually in February; establishing the Florida Debate Initiative, Inc., (FDI) as a statewide speech and debate organization that performs certain functions in support of the Florida Civics and Debate Initiative (FCDI) in the Department of Education; requiring the Board of Governors of the State University System and the State Board of Education to develop specified undergraduate and graduate coursework, certificates, and micro-credentials, etc. APPROPRIATION: $2,400,000

Naples Comprehensive Health; Congratulating Naples Comprehensive Health on the occasion of its 70th anniversary and celebrating its decades of services to the Naples community and Southwest Florida, etc.

Florida Gulf Coast University Day; Recognizing the historic origins, public mission, academic excellence, and statewide contributions of Florida Gulf Coast University and designating January 27, 2026, as “Florida Gulf Coast University Day” in Florida, etc.

Joint Session for Purpose of Receiving Governor's Message; Providing that the House of Representatives and the Senate convene in Joint Session for the purpose of receiving a message from the Governor, etc.

Mental Health; Citing this act as the “Tristin Murphy Act”; expanding the programs and diversion initiatives supported by implementation or expansion grants to include training for 911 public safety telecommunicators and emergency medical technicians for certain purposes and to include veterans treatment court programs; encouraging communities to apply for specified grants to establish misdemeanor or ordinance violation mental health diversion programs; encouraging communities to apply for specified grants to establish pretrial felony mental health diversion programs; expanding eligibility for the Forensic Hospital Diversion Pilot Program to include Hillsborough County, etc. APPROPRIATION: $794,880

Health Care Practitioner Specialty Titles and Designations; Providing circumstances under which the Department of Health may issue a notice to cease and desist and pursue other remedies upon finding probable cause; prohibiting the use of specified titles and designations by health care practitioners not licensed as physicians or osteopathic physicians, as applicable, with an exception; providing that the use of such titles and designations constitutes the unlicensed practice of medicine or osteopathic medicine, as applicable; authorizing the department to pursue specified remedies for such violations, etc.
