Solar Schools; Authorizing a public educational customer to enter into a contract for the installation, maintenance, or operation of a renewable energy source device on property owned or controlled by the public educational customer; providing that financing arrangements for such contracts are not considered retail sales of electricity; limiting the capacity of the renewable energy source device, etc.

Sales Tax Exemption/Independent Living; Exempting from the sales and use tax specified items that assist in independent living, etc.

Sargassum Seaweed Matching Grant Program; Requiring the Department of Environmental Protection to establish a Sargassum Seaweed Matching Grant Program for a specified purpose; requiring the department to submit an annual report to the Governor and the Legislature by a specified date, etc.

Risk Protection Orders; Redefining the term “petitioner” to include an individual who has a biological or legal parent-child relationship with, who is a legal guardian of, or who is a spouse or sibling of a respondent, etc.

Social Services Estimating Conference; Specifying information the Social Services Estimating Conference must develop related to a certain Medicaid waiver services program, etc.

Development Orders; Deleting an entitlement for a prevailing party to recover reasonable attorney fees and costs incurred in challenging or defending a certain development order, etc.

Legislative Apportionment and Congressional Redistricting; Creating an independent commission on legislative apportionment and congressional redistricting; requiring the Legislature to annually appropriate funds to the commission for employing professional staff and otherwise supporting the commission; requiring the commission’s office to be located in Orange County; requiring the commission to conduct public hearings, and to receive information from residents of the state through specified means; providing that commission members and employees are subject to public records, public meetings, and specified financial disclosure requirements, etc.

United States Senators; Urging Congress to propose to the states an amendment to the Constitution of the United States which would increase the number of United States Senators to three in any state that has a population of more than 6 million as determined by the federal census, etc.

Real Property; Repealing a provision relating to a governmental entity’s establishment of recreational customary use on a portion of a beach above the mean high-water line on private property, etc.

Domestic Violence; Prohibiting certain acts of domestic violence and dating violence; revising a prohibition on the sale or transfer of firearms to persons convicted of misdemeanor domestic violence offenses; prohibiting persons convicted of a misdemeanor offense of domestic violence from possessing a firearm or ammunition; providing for the return of surrendered firearms, ammunition, and licenses to their lawful owner under certain circumstances, etc.
