Citizens Property Insurance Corporation; Revising a requirement for certain flood insurance; providing that certain structures located within certain zip codes are eligible for coverage from the corporation; providing that certain accounts for Citizens Property Insurance Corporation revenues, assets, liabilities, losses, and expenses are now maintained as the Citizens account; deleting provisions relating to surcharges and regular assessments upon determination of projected deficits; providing that certain personal lines residential risks are not eligible for any policy issued by the corporation, etc.

Dental Services; Requiring every dentist and certain individuals, partnerships, corporations, and other entities to provide specified information to certain patients; requiring a dentist of record to remain primarily responsible for all dental treatments for a patient treated through telehealth; requiring advertisements of dental services provided through telehealth to include a specified disclaimer for certain dental services, etc.

Unsolicited Proposals for Public-private Partnerships; Authorizing, rather than requiring, a responsible public entity to publish notice of an unsolicited proposal for a qualifying project in a specified manner and that other proposals for the same project will be accepted; authorizing a responsible public entity to proceed with an unsolicited proposal for a qualifying project without a public bidding process if the responsible public entity holds a public meeting that meets certain requirements and holds a subsequent public meeting at which it makes a certain determination; requiring the responsible public entity to consider certain factors; requiring the responsible public entity to publish a certain report in the Florida Administrative Register for a certain period of time in certain circumstances, etc.

Mortgage Brokering; Authorizing the Financial Services Commission to adopt rules prescribing criteria and processes for determining whether an organization is a bona fide nonprofit organization for a specified purpose; providing exemptions from regulation under ch. 494, F.S., for bona fide nonprofit organizations and certain employees of a bona fide nonprofit organization that meet specified criteria; requiring the Office of Financial Regulation to make a specified determination, etc.

Dozier School for Boys and Okeechobee School Victim Compensation Program; Establishing the Dozier School for Boys and Okeechobee School Victim Compensation Program within the Department of Legal Affairs; requiring the department to accept and process applications for the payment of compensation claims under the program; requiring the department to provide specified notice of the program; requiring the department, subject to the appropriation of funds for that purpose, to pay a specified compensation amount to approved applicants, etc. APPROPRIATION: $20,000,000

Transportation Facility Designations; Providing honorary designations of certain transportation facilities in specified counties; directing the Department of Transportation to erect suitable markers; redesignating a specified bridge in St. Lucie County as the “E.C. Summerlin Family Bridge”, etc.

Sunshine Day; Encouraging higher education institutions in Florida to recognize an annual “Sunshine Day” focused on the mental and physical well-being of their students, etc.

Support for the State of Israel; Expressing support for the State of Israel and condemning the attacks and hateful actions by the Hamas terrorist group, etc.

Contract Liability; Requiring that certain procurement agreements include a specified provision, etc.

Terrorism; Specifying that there is no right to a jury trial under specified provisions and that neither defendants nor certain persons may use the resources of the courts of this state in furtherance of a defense or objection to postjudgment collection proceedings in any postjudgment execution proceedings to enforce certain judgments; providing a directive to the Division of Law Revision, etc.
