Sen. Jay Trumbull

Insurance Research; Renaming the Florida Catastrophic Storm Risk Management Center to the Florida Center for Excellence in Insurance and Risk Management; requiring the center to collaborate with the Office of Insurance Regulation to produce an annual report analyzing the property insurance market in this state; requiring the center to use the public hurricane loss projection model when necessary; requiring the office to contract with the center to manage the public hurricane loss projection model; providing for a type two transfer of the public hurricane loss projection model from Florida International University to Florida State University, etc.

Ambulatory Surgical Centers; Providing requirements for issuance, denial, suspension, and revocation of ambulatory surgical center licenses; requiring the Agency for Health Care Administration to make or cause to be made specified inspections of licensed facilities; requiring the agency to coordinate periodic inspections to minimize costs and disruption of services; providing that specified provisions govern the design, construction, erection, alteration, modification, repair, and demolition of licensed facilities; requiring licensed facilities to establish an internal risk management program; providing certain investigative and reporting requirements for internal risk managers relating to the investigation and reporting of allegations of sexual misconduct or sexual abuse at licensed facilities, etc.

Earned Wage Access Services; Citing this act as the “Florida Earned Wage Access Services Act”; requiring providers to register with the Financial Services Commission; requiring the commission to deny, refuse to renew, or revoke a registration certificate under certain circumstances; requiring a provider offering consumer-directed earned wage access services to comply with certain requirements; authorizing a person who previously provided earned wage access services to continue for a specified time without registering under certain conditions, etc.

Florida Museum of Black History; Providing legislative intent; establishing the Florida Museum of Black History Board of Directors; prohibiting specified members of the board from holding state or local elective office while serving on the board; requiring that the board work jointly with the Foundation for the Museum of Black History, Inc., etc.

Communication Services; Revising the date after which a specified tax may be increased; creating a tax exemption for certain communications and Internet equipment; creating the Communications Services Tax Working Group, etc.

Coverage for Colorectal Cancer Screening and Diagnosis; Revising the colorectal screening requirements for specified plans under the Cover Florida Health Care Access Program; requiring specified individual health insurance policies to provide coverage for specified colorectal cancer screening tests, procedures, and examinations under certain circumstances; requiring specified group, blanket, and franchise health insurance policies to provide coverage for specified colorectal cancer screening tests, procedures, and examinations under certain circumstances, etc.

Transportation Facility Designations/Harris Rosen Way and Geraldine Thompson Way; Providing honorary designations of certain transportation facilities in a specified county; directing the Department of Transportation to erect suitable markers, etc.

Vessels; Specifying that the Fish and Wildlife Conservation Commission’s authorization to establish protection zones includes modifying the allowable means of certain vessel positioning to prevent significant harm to certain springs; prohibiting an officer from performing a vessel stop or boarding a vessel without probable cause; requiring the commission, in coordination with the Department of Highway Safety and Motor Vehicles, to create the “Florida Freedom Boater” safety inspection decal for specified purposes; creating the “Watercraft Energy Source Freedom Act”, etc.

Behavioral Health Managing Entities; Requiring the Department of Children and Families to contract biennially for specified functions; requiring the department to contract for recommendations for certain transparency improvements; requiring the department to prepare and present to the Governor and Legislature a specified final report by a specified date; requiring managing entities to report required data to the department in a standardized electronic format, etc.

Department of Highway Safety and Motor Vehicles; Revising penalties for the use of a wireless communications device while operating a motor vehicle; prohibiting a person from selling or offering to sell certain service appointments without the written authorization of the department or a tax collector; authorizing tax collectors to deliver by mail or make available at the tax collector’s office certificates of title; revising the year by which the Legislature intends that the transition of certain services to certain tax collectors be completed, etc.
