Commission on Mental Health and Substance Abuse; Creating the Commission on Mental Health and Substance Abuse within the Department of Children and Families; providing the purpose of the commission; providing for membership, term limits, meetings, and duties of the commission; requiring certain agencies to provide assistance to the commission in a timely manner; requiring the commission to submit a report to the Governor and Legislature by a specified date, and annually thereafter, etc.

Public Meetings/Mental Health and Substance Abuse Disorder Services Commission; Providing an exemption from public meeting requirements for portions of meetings of the Mental Health and Substance Abuse Disorder Services Commission at which exempt or confidential and exempt information is discussed; providing a statement of public necessity, etc.

Task Force on Closing the Achievement Gap for Boys; Creating the Task Force on Closing the Achievement Gap for Boys within the Department of Education; providing for membership and meetings of the task force; requiring the department to provide staff, administrative support, and necessary data and other relevant information to assist the task force; requiring that the task force submit a report to the Governor and Legislature by a specified date, etc.

Office of Minority Health and Health Equity; Requiring the Office of Minority Health and Health Equity to develop and promote the statewide implementation of certain policies, programs, and practices; requiring one representative from each county health department to serve as a minority health liaison for a specified purpose; requiring the Department of Health to maintain specified information on its website; requiring the office to serve as a liaison to and assist certain federal offices, etc.

Assault or Battery on Hospital Personnel; Defining the term “hospital personnel”; providing enhanced criminal penalties for persons who knowingly commit assault or battery upon hospital personnel, etc.

Public Safety Telecommunicator Training; Defining the term “telecommunicator cardiopulmonary resuscitation training”; requiring certain 911 public safety telecommunicators to receive telecommunicator cardiopulmonary resuscitation training every 2 years; requiring the Department of Health to establish a procedure to monitor adherence to the training requirements; authorizing the department to adjust state grants or shared revenue funds to certain entities based on their employees’ adherence or failure to adhere to the training requirements, etc.

Florida Minority Health Council; Creating the council adjunct to the Department of Health for a specified purpose; providing for membership, meetings, and duties of the council; requiring the council to submit annual reports to the Governor and the Legislature by a specified date, etc.

Sentencing; Prohibiting certain persons from being sentenced to mandatory minimum terms of imprisonment for aggravated assault or attempted aggravated assault committed before a specified date; providing for sentencing or resentencing for persons who committed certain violations before a specified date which involved trafficking in hydrocodone or codeine; requiring resentencing for persons who committed those violations before a specified date and are serving mandatory minimum terms of imprisonment, etc.

Private School Eligibility Requirements; Revising private school eligibility requirements for the state school choice scholarship program, etc.

Florida Seal of Fine Arts Program; Establishing the Florida Seal of Fine Arts Program to recognize high school graduates who have attained a high level of skill in fine arts coursework; providing criteria to earn the Seal of Fine Arts; requiring the Commissioner of Education and school districts to perform specified duties to administer the program; prohibiting a school district or the Department of Education from charging a fee for the seal, etc.
