911 Public Safety Telecommunicator Employment-related Mental or Nervous Injuries; Defining the term “911 public safety telecommunicator”; providing that specified provisions relating to certain medical benefits for mental or nervous injuries for first responders also apply to 911 public safety telecommunicators, etc.

Compensation of the Descendants of Charles Greenlee, Walter Irvin, Samuel Shepherd, and Ernest Thomas; Providing that certain facts are found and declared to be true; providing that a sum is appropriated from the General Revenue Fund to the Department of State for specified relief; requiring that a specified percentage of such relief be provided to certain individuals and estates; providing that specified persons are ineligible for further compensation, etc. APPROPRIATION: $4,000,000

Juvenile Justice; Requiring a court to determine, for any delinquent child committed to the Department of Juvenile Justice, the minimum period of time rather than an indeterminate period of time for the child to remain in a commitment program; requiring that the delinquent child remain in the commitment program until he or she has completed it; revising the age at which children who have been adjudicated on specified offenses may be committed to maximum-risk residential facilities to include children who are at least 10 years of age, etc.

Emergency Alerts; Requiring a local law enforcement agency to activate the emergency alert system and issue a Ya Ya Alert to public and private schools and child care facilities under certain circumstances; requiring local law enforcement agencies to create and maintain a list of such schools and facilities within their jurisdictions; providing immunity from civil liability to certain persons for damages for complying in good faith with specified provisions; requiring the Department of Law Enforcement, in cooperation with specified departments, to activate the emergency alert system and issue an Imminent Threat Alert at the request of a local law enforcement agency under certain circumstances, etc.

Notice of Restoration of Voting Rights Information on Sentencing Scoresheets; Specifying information to be provided on sentencing scoresheets concerning restoration of voting rights; requiring that a scoresheet be provided to a defendant before a sentence is imposed, etc.

Affordable Housing; Increasing the length of time that certain rental units must remain affordable in order to qualify for a specified zoning variance; requiring that certain incentives be used for the construction of affordable housing; decreasing the maximum median income used to determine eligibility for certain tax incentives; specifying that documentary stamp taxes do not apply to deeds, transfers, or conveyances of residential property to first-time homebuyers, etc.

Government Waste and Misconduct; Requiring the Office of Program Policy Analysis and Government Accountability, the Auditor General, and the Government Efficiency Task Force to prepare a specified report; requiring that the report include an investigation and evaluation of all state spending; creating the Working Floridians Tax Rebate Program within the Department of Commerce for a certain purpose; defining the term “waste”; granting certain state funds to people and households that received the federal Earned Income Tax Credit and meet certain criteria, etc.

HIV Prevention Justice Act; Citing this act as the “HIV Prevention Justice Act”; reducing the degree of criminal penalty for certain persons who are infected with human immunodeficiency virus (HIV) and who donate blood, plasma, organs, skin, or other human tissue for use in another person; revising prohibitions relating to the intentional transmission of certain diseases through sexual conduct; revising requirements for HIV testing in cases involving criminal transmission of HIV, etc.

Mental Health Programs for Gun Violence Prevention; Requiring IMPACT GNV of the City of Gainesville, in collaboration with certain entities, to develop and implement the Gun Violence Prevention Pilot Program; providing alternatives to incarceration for specified youth; requiring the City of Gainesville, in collaboration with Alachua County, to annually submit a specified report to IMPACT GNV by a specified date, etc. APPROPRIATION: $500,000

Initiating a Property Insurance Interstate Compact; Requiring the Commissioner of Insurance Regulation to initiate a compact with other states to establish a national risk pool for property insurance for natural disasters for a specified purpose; requiring the commissioner, as soon as feasible, to enter into the compact with a minimum number of member states, etc.
