Rural and Urban Business Enterprises; Revising the purpose of the Department of Commerce; deleting the definition of the term “minority business enterprise”; establishing the Research, Innovation, Science, and Engineering (RISE) Investment Tax Credit Program within the Department of Commerce; requiring the department to authorize the Department of Revenue to issue tax credits to a qualifying private fund if certain requirements are met; requiring the department to issue a notice of revocation and recapture to the qualifying private fund and the Department of Revenue, etc.

Housing for Legally Verified Agricultural Workers; Defining the terms “housing site” and “legally verified agricultural worker”; prohibiting governmental entities from adopting or enforcing any legislation that inhibits the construction of housing for legally verified agricultural workers on agricultural land operated as a bona fide farm; specifying applicability of permit allocation systems in certain areas of critical state concern, etc.

Military Affairs; Redesignating the official state flagship as the S.S. American Victory; updating a reference to federal law relating to the designation of the Department of Veterans’ Affairs as the state approving agency for veterans’ education and training; renaming the Veterans Employment and Training Services Program administered by Florida Is For Veterans, Inc., as the Veterans Florida Opportunity Program; requiring Florida is for Veterans, Inc., and the University of Florida Institute of Food and Agricultural Sciences to enter into a grant agreement, etc. APPROPRIATION: $2,500,000

Special Mobile Equipment; Revising the definition of the term “special mobile equipment”; authorizing the Department of Transportation to issue a mobile crane special blanket permit for certain purposes, etc.

Cardiac Emergencies; Revising a requirement for instruction on cardiopulmonary resuscitation and the use of an automated external defibrillator; requiring each public school to develop a cardiac emergency response plan (CERP); requiring school officials to work with local emergency service providers to integrate the CERP into emergency responder protocols; providing a requirement for automated external defibrillator placement, etc.

Elections; Revising the criteria that the Attorney General uses when petitioning the Supreme Court for an advisory opinion related to a proposed revision or amendment to the State Constitution; revising the authority and responsibilities of the Office of Election Crimes and Security; requiring supervisors of elections to update a voter’s record if provided specified information by the applicant after registration; authorizing qualified candidates and political parties with such candidates to challenge another candidate’s compliance with a specified oath in a certain circuit court, etc.

Transportation Facility Designations/Harris Rosen Way and Geraldine Thompson Way; Providing honorary designations of certain transportation facilities in a specified county; directing the Department of Transportation to erect suitable markers, etc.

Educational Opportunities for Military Children; Requiring that strategies addressed in specified memoranda of agreement between school districts and military installations include the development and implementation of a specified training module; requiring the Department of Education to provide the training module to each district school board, etc.

Driver License Education Requirements; Specifying the age at which an applicant for a driver license must complete a traffic law and substance abuse education course; requiring an applicant for a learner’s driver license to complete a certain driver education course approved by the Department of Highway Safety and Motor Vehicles, etc.

Ethics; Prohibiting candidates, elected public officers, appointed public officers, and public employees from knowingly misrepresenting their Armed Forces of the United States service records, awards, or qualifications or wearing any uniform, medal, or insignia that they are not authorized to wear; requiring the Attorney General to attempt to determine whether an individual owing certain penalties is a current public officer or public employee, etc.
