Fees; Requires DOH to adopt by rule procedures for issuance & annual renewal of genetic counselor licenses, including specified application fee; authorizes DOH to waive payment of fee by rule; provides for deposit & use of fee proceeds.
State Funds; Exempts State Housing Trust Fund & Local Government Housing Trust Fund from provision authorizing Legislature, in GAA, to transfer unappropriated cash balances from specified trust funds to Budget Stabilization Fund & General Revenue Fund.

Designated Caregivers; Requires certain facilities to provide opportunity to designate caregiver for patient's aftercare; provides that facilities are not responsible for facilitating or providing recommendations for designated caregivers; authorizes change of designations; requires facilities to document certain information; requires facilities to notify patient's designated caregiver of patient's discharge or transfer; provides facilities, facility employees, & persons under contract with facility immunity from liability in administrative, civil, & criminal actions for certain acts or omissions of designated caregivers; requires AHCA to adopt rules.
Insurance Coverage Parity for Mental Health and Substance Use Disorders; Requires Medicaid managed care plans to submit annual report to AHCA relating to parity between mental health & substance use disorder benefits & medical & surgical benefits; provides requirements for entities transacting individual or group health insurance or providing prepaid health care; removes provisions relating to optional coverage for mental & nervous disorders; requires OIR to implement & enforce federal law in specified manner; requires OIR to issue specified annual report to Legislature; removes provision relating to optional coverage required for substance abuse impaired persons.
