Home-based Businesses; Specifies conditions under which business is considered home-based business; authorizes home-based business to operate in residential zone; prohibits local government from certain actions relating to licensure & regulation of home-based businesses; authorizes certain business owners to challenge local government actions; authorizes prevailing party to recover specified attorney fees & costs.

Postsecondary Student Athletes; Authorizes certain students participating in intercollegiate athletics to receive specified compensation; provides requirements for specified students, postsecondary educational institutions, certain organizations, & specified representatives; & provides contract requirements.

Sentencing and Incarceration; Authorizes award of gain-time for completion of prison entrepreneurship program; provides limits on certain awards of gain-time; specifies that certain inmates may not receive gain-time in amount that would prevent them from serving minimum of 85 percent of their sentences; revises definition of "administrative probation"; requires that all conditions of probation be included in Florida Crime Information Center system; requires court to impose sentence below statutory minimum for certain drug trafficking offenses in certain circumstances.

Fines and Fees; Provides procedures for payment plans; revises methods for accepting payments for certain fines, fees, charges, & costs; provides requirements for payment plan; authorizes court to convert certain fines & fees into community service; requires OSCA to develop uniform payment plan form; authorizes certain persons to apply for reinstatement of suspended licenses.
