Civil Liability for the Wrongful Death of an Unborn Child; Revises definition of term "survivors" to include parents of unborn child; provides definition for term "unborn child"; prohibits right of action against mother for wrongful death of unborn child or against health care provider for lawful medical care provided in certain circumstances; authorizes parents of unborn child to recover certain damages; prohibits recovery of certain damages if decedent is unborn child.
Designation of the State Birds; Designates American flamingo as official state bird and the Florida scrub-jay as the official state songbird; provides that such designation supersedes designation of mockingbird as official Florida state bird.
Community Association Management; Requires community association managers & community association firms to obtain specified amount of insurance; provides for revocation of community association manager's license; barring community association manager from being licensed; requires certain community associations to contract with community association management firm; requires community association firm to possess all applicable licenses; provides that association board members, officers, & directors have duty to ensure such community association firm or community association manager is properly licensed; provides that timeshare management firms & licensed individuals employed by timeshare management firms are only subject to certain licensing & disciplinary requirements; provides that timeshare management firms & licensed individuals employed by timeshare management firms are only subject to certain licensing & disciplinary requirements unless certain provisions expressly apply; provides that certain other accommodations managed by timeshare management firm or licensed individual are governed under specified provisions of law; provides for priority of application in case of conflict.
Removal, Storage, and Cleanup of Electric Vehicles; Requires counties to establish daily administration fee for proper storage of certain electric vehicles; authorizes municipalities to establish daily administration fee for proper storage of certain electric vehicles; provides maximum amount for such fees; defines "daily administration fee" & "proper storage"; provides that motor vehicle insurers are not required to pay certain costs; provides that reasonable fee for service includes any daily administration fee.
Pub. Rec./Applicants, Owners, and Operators of Family Foster Homes and References of Such Persons; Provides confidentiality & exemption from public records requirements for personal identifying & location information of applicants for family foster homes & current & former owners & operators of family foster homes, & names & personal identifying & location information of spouses, children, & other adult household members of such applicants, owners, or operators; provides confidentiality & exemption from public records requirements for personal identifying & location information of character or neighbor references of family foster home applicant or current or former owner or operator of family foster home; provides for future legislative review & repeal of exemption; provides statement of public necessity.
Antisemitism Task Force; Creates Antisemitism Task Force within Office of Civil Rights of DLA for specified purpose; requires department to provide administrative & staff support to task force; provides for appointment & terms of members; provides for per diem & travel expenses; provides membership & duties of task force; requires report to Governor & Legislature by specified date; provides for future review & repeal of task force.
Housing; Requires, rather than authorizing, local governments to adopt, by specified date, ordinance to allow accessory dwelling units in certain areas; requires that such ordinances apply prospectively; prohibits inclusion of certain requirements or prohibitions in such ordinances; removes requirement that application for building permit to construct accessory dwelling unit include certain affidavit; revises accessory dwelling units that apply toward satisfying certain component of local government's comprehensive plan; prohibits denial of homestead exemption for certain portions of property on specified basis; requires that rented accessory dwelling unit be assessed separately from homestead property & taxed according to its use; authorizes local government to provide density bonus incentive to landowners who make certain real property donations to assist in provision of affordable housing for military families; requires OPPAGA to evaluate efficacy of using mezzanine finance & potential of tiny homes for specified purposes; requires office to consult with certain entities; requires office to submit certain report to Legislature by specified date.
Speech and Debate Education; Designates Florida Speech & Debate Week annually in February; subject to legislative appropriation, establishing Florida Debate Initiative, Inc., (FDI) as statewide speech & debate organization that performs certain functions in support of Florida Civics & Debate Initiative (FCDI) in DOE; provides duties of FDI & FCDI.
Security Services on Religious Premises; Exempts certain persons providing voluntary armed security services at churches or ecclesiastical or denominational organizations from specified requirements; provides requirements such persons must meet to qualify for exemption.
