Apalachicola Water and Sewer District, Franklin County; Creates Apalachicola Water & Sewer District; provides district charter; describes boundaries; provides for district board; provides powers of district & district board; prohibits City of Apalachicola from incurring certain additional obligations or indebtedness; requires city & district to enter into interlocal agreement to effectuate transfer of water & sewer service to district; provides for district to take certain actions if city & district do not enter interlocal agreement; provides for transfer of assets, assumption of all lawful debts & other obligations, & continuation of contracts by district; provides for status of certain employees.

Port St. Joe Port Authority, Franklin, Gadsden, Gulf, and Liberty Counties; Expands Port St. Joe Port Authority to include Franklin, Gadsden, & Liberty Counties; revises membership of governing body of authority; provides for transition; provides for staggered terms.

Eastpoint Water and Sewer District, Franklin County; Modifies boundaries of district to include additional lands; provides additional powers of board; provides for referenda; provides construction.

Biosolids Management; Prohibiting the land application of bulk Class AA biosolids fertilizer and compost products from exceeding the appropriate agronomic rate; requiring the owner or operator of certain land application sites to maintain application records for a specified timeframe and make such records available to the Department of Environmental Protection upon request; requiring the University of Florida Institute of Food and Agricultural Sciences, on a specified basis and beginning on a specified date, to publish and make publicly available recommended agronomic rates for the reuse of bulk Class AA biosolids fertilizer and compost products; prohibiting Class AA biosolids fertilizer products and certain Class AA biosolids compost products from being marketed or distributed for agricultural land application unless specified requirements are met, etc.

Search Warrants; Authorizes search warrant to be issued to recover deceased body; revises time within which certain search warrants must be returned to court; specifies time period within which search warrant issued for certain devices is considered timely executed; specifies that law enforcement agency may review data or information contained in certain devices after specified periods if devices were timely seized; provides that judge may authorize law enforcement officer applying for search warrant to appear remotely; provides that judge may authorize law enforcement officer applying for search warrant or court order to appear remotely; defines "audio-video communication technology"; authorizes law enforcement agency to obtain search warrant to use drone to conduct search in certain circumstances.

Perfluoroalkyl and Polyfluoroalkyl Substances; Prohibits, beginning on specified date, certain use & sale, purchase, or distribution of aqueous film-forming foam; requires, beginning on specified date, certain entities to submit aqueous film-forming foam inventories & disposal plans to DEP; prohibits, beginning on specified date, possession & use of aqueous film-forming foam; authorizes DEP to administer certain grants or cost share programs; provides penalties & injunctive relief; requires certain public entities disposing of domestic wastewater biosolids and treated effluent to quarterly conduct specified samplings & submit results to DEP; limits purpose such samplings until specified standards are established by EPA & adopted by DEP.

Domestic Violence and Protective Injunctions; Reclassifying penalties for committing a domestic violence offense if a person has a prior conviction for domestic violence; providing that sentencing and incentive gain-time eligibility determinations are made without regard to a penalty enhancement; establishing an electronic monitoring pilot program in a specified county; requiring the sheriff, in consultation with certain persons, to design and implement the pilot program; providing requirements for the pilot program; requiring the Department of Corrections to complete an evaluation and provide specified reports to the Legislature; requiring the Department of Law Enforcement to enter injunctions against dating violence and sexual violence into a statewide verification system, etc.

Documentary Stamp Tax Distributions; Revises how taxes collected from documentary stamp tax are distributed; prohibits transfer of specified funds to South Florida Regional Transportation Authority.

Education; Requires entities that offer fee-based services to individuals who are blind or visually impaired to disclose in writing whether the services may be obtained elsewhere at no cost; requires certain service providers to apply to, rather than register with, the Division of Vocational Rehabilitation; revises the date for a requirement to obtain a license as a marriage and family therapist; revises public information requirements relating to virtual instruction options; revises the conditions considered an educational emergency; authorizes a student to carry a United States Food and Drug Administration-approved epinephrine delivery devices, rather than epinephrine auto-injectors; deletes obsolete provisions related to calculation of kindergarten readiness rates; requires the Department of Children and Families to determine whether a child care provider is the primary cause of certain class I violations; revises provisions related to certain law schools; authorizes a school district to reserve funds for certain STEM-related educational services, etc.

Documentary Stamp Tax Distributions; Revises how taxes collected from documentary stamp tax are distributed; prohibits transfer of specified funds to South Florida Regional Transportation Authority.
