Coverage for Out-of-network Ground Ambulance Emergency Services; Requires certain health insurers & HMOs to reimburse nonparticipating & out-of-network ambulance service providers at specified rate for providing ground ambulance services; provides that certain payments by insured constitute accord & satisfaction, & release, of certain claims; prohibits certain cost-sharing responsibilities paid from exceeding certain amount; provides that ambulance service provider & certain claims are subject to certain provisions; requires small employer carrier to comply with certain provisions.

Complaints Against Law Enforcement and Correctional Officers; Requires copy of complaint, signed by complainant under oath, to be provided to law enforcement officers & correctional officers who are under investigation; prohibits certain personnel action from being taken against law enforcement officer or correctional officer unless such officer receives copy of complaint signed under oath by complainant; prohibits investigative file of certain investigations of law enforcement officers or correctional officers from being included in such officer’s personnel file; prohibits existence of certain investigations from affecting officer’s ability to receive promotion, raise, or other commendation; requires complaint against law enforcement officer or correctional officer to be in writing & signed under oath by person filing complaint; provides penalties for making false complaint.

Vessels; Revises provisions relating to Clean Marine Program, certain competitive grants, safety and marine sanitation equipment inspections, & "Florida Freedom Boater" safety inspection decal; & creates Watercraft Energy Source Freedom Act.

Pari-mutuel Wagering; Revises provisions related to pari-mutuel wagering including thoroughbred permitholders, live racing, awards, purses, handle, eligibility, transfer of funds, conversion of permits, transfers of permits, thoroughbred racing centers, & licenses.

Firefighter Health and Safety ; Requires Division of State Fire Marshal within DFS to adopt certain rules; requires division to assist in decreasing frequency of fatalities; requires division to adopt rules relating to education on chemical hazards or toxic substances & mental health best practices.

Restrictions on Firearms and Ammunition During Emergencies; Repeals provisions relating to specified automatic restrictions on firearms & ammunition during certain declared emergencies.
