Department of Transportation; Increasing the maximum amount of debt service coverage that must be transferred from the State Transportation Trust Fund to the Right-of-Way Acquisition and Bridge Construction Trust Fund; authorizing the department to provide up to 100 percent of project costs for certain eligible projects in rural areas of opportunity; authorizing installation of an automated license plate recognition system within the right-of-way of any road on the State Highway System for a specified purpose; prohibiting use of such system for certain purposes, etc.
Minimum Age for Firearm Purchase or Transfer; Reducing minimum age at which person may purchase firearm & age of purchasers to which specified licensees are prohibited from selling or transferring firearm.
Construction of Educational Plant Space; Provides certain school district construction projects are exempt from cost per student station requirements.
State Recognition of Indian Tribes and Bands; Provides for state recognition of specified Indian tribes & bands.
Financial Assistance for Rural Communities; Requires certain agency agreements to include provisions authorizing agencies to provide for payment of specified invoices.
Anti-drug Instruction in Public Schools; Requires each school district to provide anti-drug instruction to certain students; provides requirements for instruction; requires DOE to develop or procure curriculum for such instruction; provides requirements for delivery of instruction; provides for funding for curriculum & instruction.
Placement of Surrendered Newborn Infants; Requires licensed child-placing agencies to maintain specified registry; requires that certain information be removed from registry; prohibits child-placing agency from transferring certain costs to prospective adoptive parents; requires licensed child-placing agencies to immediately place surrendered newborn infant in physical custody of identified prospective adoptive parent; provides that prospective adoptive parent becomes guardian of such infant under certain conditions for certain period of time; requires court to require child-placing agency to make certain reasonable efforts to identify appropriate prospective adoptive parent; provides requirements for licensed child-placing agencies once they take physical custody of surrendered newborn infant.
Missing Child Identification; Creates Missing Child Identification Program to be administered by AG; requires AG to provide DOE with certain identification kits; requires DOE to distribute identification kits to all public & charter schools; requires each public & charter school to provide identification kit to parent or person who has legal custody of child enrolled in kindergarten at school upon request; authorizes parent or legal guardian to submit identification kit to certain law enforcement agencies.
Designated Safe Exchange Locations; Requires court to consider use of safe exchange location when approving, granting, or modifying parenting plan; requires boards of county commissioners to designate certain areas as safe exchange locations; provides requirements for such areas; provides for immunity from liability.
