Elimination of Court-related Financial Obligations for Juveniles; Removes juveniles from numerous provisions relating to court fees; provides that fees & court-ordered costs previously ordered to be paid are unenforceable & uncollectable; provides for reinstatement of driver licenses suspended for failure to make specified payments.

Insurance Coverage for Hearing Aids for Children; Requires individual health insurance policies & individual HMOs to provide coverage for hearing aids for children 18 years of age or younger; specifies coverage requirements; provides insured & subscriber are responsible for certain costs that exceed policy limit.

Acceptance of Cash Payments by Businesses; Requires certain businesses to accept cash payments for services; prohibits fees or conditions for such transactions; provides exceptions, penalties, & rulemaking authority.

Parole Eligibility; Requires Commission on Offender Review & DOC to jointly administer voluntary long-term inmate program using existing resources; requires program to provide evidence-based programming to inmates; establishes eligibility; provides inmates may be removed from program; provides that successful completion does not guarantee parole.

Rent Control Measures; Deletes provisions that require certain local government measures to expire within specified time period unless extended or renewed.

Fines Levied by a Homeowners' Association; Provides that fine levied against member or the tenants, guests, and invitees of the member may not become lien against parcel.

Tenant Safety; Revises what constitutes reasonable notice for repairs of dwelling units; requires operator of apartments to provide tenant or prospective tenant with certain background screening information; requires operator to provide tenant with list of employees or contractors & post such list on grounds of apartment or apartment's website; requires such operator to maintain, & make accessible to certain persons & during discovery, list that accounts for information for specified time period; requires licensee to provide Division of Hotels & Restaurants with certain information during its annual inspection.

Film, Television, and Digital Media Project Rebate Program; Creates Targeted High Wage Production Program within DEO; provides rebate eligibility requirements & application procedures; requires Commissioner of Film & Entertainment to review applications & take certain actions; requires annual report to Governor & Legislature; provides for expiration of program & reversion of appropriated funds.

Defendants with a Traumatic Brain Injury; Redefines "intellectual disability" as it relates to defendants who have been found incompetent to proceed; requires APD to assist certain defendants found incompetent to proceed with application to long-term care managed care program.

Powers of the Florida Building Commission; Requires Florida Building Commission to develop certain uniform standards for existing building structures or facilities; provides requirements for such standards; authorizes commission to adopt certain rules that deviate from statewide standards.
