Educational Services in Department of Juvenile Justice Programs; Requires school districts to annually provide certain students in juvenile justice program with at least one opportunity to take high school equivalency examination at no cost to student.
Court-related Functions; Authorizes clerks of circuit court to provide interpretation & translation services; authorizes clerks of circuit court to contract with third-party interpretation service & translation service providers to provide such services in civil actions; provides that provision of such services by clerks of circuit court is ministerial, is authorized court-related function & is allowable expenditure; provides that such services may be made available to party regardless of whether party is represented by counsel; provides that clerks of circuit court are not required to provide interpretation & translation services.
Deleting Punishment Clause from the Thirteenth Amendment; Memorial to Congress of United States, urging Congress to propose an amendment to US Constitution to delete "Punishment Clause," from Thirteenth Amendment.

Affordable Housing; Authorizes municipalities to create community land bank programs to sell eligible real property by private sale for purposes of affordable housing & provides requirements for such programs; authorizes Florida Housing Finance Corporation to allocate tax credit among certain projects; authorizes tax credit to be transferred by recipient; creates Retail-to-residence Tax Credit Program; requires corporation to establish & adopt procedures & to prepare annual plan; requires plan to be approved by Governor; authorizes corporation to exercise certain powers; creates Affordable Housing Construction Loan Program; provides corporation with certain powers & responsibilities relating to program; provides requirements for program.
The Florida Bright Futures Scholarship Program; Requires public high schools to establish Bright Futures Scholarship mentorship program for students; provides requirements for such program.
Protection from Surgical Smoke; Requiring hospitals & ambulatory surgical centers to adopt & implement policies requiring use of smoke evacuation systems during certain surgical procedures.
Gay and Transgender Panic Legal Defenses; Prohibits individuals from using nonviolent sexual advance or specified perceptions or beliefs about another individual as defense to criminal offense, to excuse or justify conduct of an individual who commits criminal offense, or to mitigate severity of criminal offense.
Compensation for Advising or Assisting in Veterans' Benefits; Provides short title; provides purpose; prohibits person from receiving compensation for preparation, presentation, or prosecution of claim or advising or assisting individual with regard to veterans' benefits matter except as authorized by federal law; prohibits person from receiving compensation for referring individual to another person for such services; requires person who receives compensation for such services to be held to certain standards in rules regulating The Florida Bar; provides that violation is deceptive & unfair trade practice.
