Speech and Debate Education; Designates Florida Speech & Debate Week annually in February; subject to legislative appropriation, establishing Florida Debate Initiative, Inc., (FDI) as statewide speech & debate organization that performs certain functions in support of Florida Civics & Debate Initiative (FCDI) in DOE; provides duties of FDI & FCDI.

Internet Crimes Against Children Programs; Renames Online Sting Operations Grant Program created within FDLE as Internet Crimes Against Children Grant Program; revises purpose of grant program; revises authorized uses for grant program funds; creates Internet Crimes Against Children Task Force Funding Program within FDLE; specifies how program funds may be used; requires specified percentage distribution of program moneys; authorizes department to adopt rules.

Public Nuisance Abatement; Revises provisions relating to assessment & collection of fines for public nuisances; removes limit on total amount of fines that may be imposed on public nuisance.

Linking Industry to Nursing Education Fund; Revises Liking Industry to Nursing Education Fund to include nonmonetary contributions; provides requirements for such contributions; revises authorized uses of awarded funds, proposal & review requirements, & allowable contributions; prohibits proposal to participate in fund from being comprised solely of nonmonetary contributions; & authorizes multiyear awards.

Military Affairs; Revises authorization to be granted leave of absence for military service to include Coast Guard; clarifies provision relating to leaves of absence for all state officers & employees for reserve or guard training; authorizes local governments to provide additional leave of absence for officers & employees for reserve or guard training; specifies that authorization for leave of absence for public officials & state employees to perform active military service for specified timeframe is based on single order; removes DMA positions from compulsory participation in SMS Class; provides that participation in such class for all other members employed within DMA is separately governed by specified provision; revises eligibility for Soldiers & Airmen Assistance Program to include traditional drilling guardsmen on state active duty or specified federal duty & their eligible beneficiaries demonstrating valid financial need; requires requests for assistance to be reviewed, processed, & approved by Florida National Guard Foundation's board of directors; requires requests for assistance to be reviewed & evaluated based on specified criteria; requires board to annually review bylaws that govern such program; requires board to provide report to DMA to be approved by Adjutant General.

Electric Bicycles; Provides requirements for operation of electric bicycles; provides penalties; creates Electric Bicycle Safety Task Force adjunct to DHSMV & provides requirements therefor; requires certain reports to Governor & Legislature by specified dates.

Department of Agriculture and Consumer Services; Prohibits counties & municipalities from enacting or enforcing any law that restricts or prohibits use of gasoline-powered farm equipment or gasoline-powered landscape equipment or that distinguishes such equipment from any other equipment; requires Acquisition & Restoration Council to determine whether certain surplused lands are suitable for bona fide agricultural purposes; prohibits local governmental entity from transferring future development rights for surplused lands determined to be suitable for bona fide agricultural purposes; requires DEP, in coordination with DACS, to determine whether state-owned conservation lands are suitable for bona fide agricultural purposes; authorizes DEP to surplus specified state-owned lands determined to be suitable for bona fide agricultural purposes; establishes Citrus Research and Field Trial Foundation, Inc., as a DSO of DACS; prohibits person from wearing or displaying item that displays words "concealed weapon permit" or "concealed weapon permit holder" with intent to mislead another to believe that person is authorized to wear or display such item; prohibits possession, manufacture, sale, importation, distribution, or use of signal jamming device.
