Civil Liability for the Wrongful Death of an Unborn Child; Revises definition of term "survivors" to include parents of unborn child; provides definition for term "unborn child"; prohibits right of action against mother for wrongful death of unborn child or against health care provider for lawful medical care provided in certain circumstances; authorizes parents of unborn child to recover certain damages; prohibits recovery of certain damages if decedent is unborn child.

Office of Financial Regulation; Requires loan originators, mortgage brokers, & mortgage lenders & money services businesses to develop, implement, & maintain comprehensive written information security programs for protection of information systems & nonpublic personal information & to establish written incident response plans; provides requirements for notices of security breaches; revises list of actions by money services businesses which constitute grounds for disciplinary actions & penalties; provides requirements for emergency orders that suspend money services business licenses; provides that debit card transaction shall be treated same as cash transactions & prohibits redemption through credit card transaction; requires financial institutions to take measures to protect & secure certain data that contain personal information; provides requirements for notices of security breaches to office, DLA, certain individuals, & certain credit reporting agencies; revises timeline for mailing of payment for salary & travel expenses of certain field staff; revises requirements for permission to organize credit unions; removes provisions that impose limitations on investments in real estate & equipment for credit unions; revises requirements & factors for approving applications for organizing banks & trust companies; revises requirements for directors of certain banks & trust companies.

Managed Care Plans; Revises Medicaid managed care contract requirements to prohibit managed care plans from reviewing certain prior authorization claims for medical necessity; requires that managed care plans provide coverage for durable medical equipment & complex rehabilitation technology from qualified provider, from within provider network, of enrollee's choosing; requires AHCA to adopt certain rules.

Pub. Rec. and Meetings/Mental Health and Substance Abuse; Specifies that hearings relating to mental health & substance abuse, respectively, are confidential & closed to public; provides exceptions; exempts certain information from public records requirements; expands public records exemption to include certain petitions & applications; authorizes disclosure of certain confidential & exempt documents to certain service providers; authorizes courts to use respondent's name for certain purposes; revises applicability; provides for future legislative review & repeal of exemption; making technical changes; provides statements of public necessity.

Repair of Mobility Devices; Requires original equipment manufacturers to make available documentation, embedded software, firmware, parts, & tools required to service mobility devices & parts of such devices; requires original equipment manufacturers of mobility devices with electronic security locks to make available any special documentation, embedded software, firmware, parts, & tools required to access & reset locks when disabled in course of service; provides that original equipment manufacturers are not required to divulge trade secrets; limits liability of original equipment manufacturers & authorized repair providers.

Florida Health Choices Program; Renaming "Florida Health Choices Program" as "Florida Employee Health Choices Program"; revises legislative findings & intent; revises definitions; revises purpose & components of program; revises eligibility & participation requirements for vendors under program; revises types of health insurance products that are available for purchase through program; removes certain pricing transparency requirements to conform to changes made by act; revises structure of insurance marketplace process under program; removes option for risk pooling under program; removes exemptions from certain requirements of Florida Insurance Code under program; renaming corporation administering program as "Florida Employee Health Choices, Inc."; revises membership of board of directors; authorizes corporation to exercise certain powers; revises duties of board & corporation; revises fiscal year in which corporation's annual report is due.

Commercial Construction ; Prohibiting a governmental entity from enforcing certain contract provisions for a public works project; requiring the Florida Building Commission to adopt by rule a uniform commercial building permit application for a specified purpose by a specified date; requiring the commission to adopt by rule additional trade-specific permit application forms for certain trades; requiring a local enforcement agency to use and accept the applications and forms adopted by the commission; requiring local enforcement agencies to adopt substantially similar forms for a certain purpose; requiring permit fees that are imposed by a local enforcement agency to be limited to the actual and reasonable costs incurred in reviewing, processing, and administering the permit; requiring a local jurisdiction to include a certain reduction in permit fees on its schedule of fees posted on its website; prohibiting the local jurisdiction from charging fees for plans review services under certain circumstances; requiring the local enforcement agency to reduce the permit fee by specified percentages for an owner or a contractor who retains a private provider for specified purposes.

Investments and Deposits of Public Funds; Provides option for public money to be invested in digital assets & exchange-traded products; authorizes CFO, in managing state funds, to include digital assets & exchange-traded products as stores of value & potential hedges against inflation; provides requirements for holding acquired digital assets; authorizes CFO & other parties to loan digital assets in state funds if such loans are collateralized & comply with fiduciary standards; requires taxes & fees paid in digital assets to be transferred to General Revenue Fund; requires General Revenue Fund to reimburse designated funds in United States currency for such payments; authorizes Board of Trustees of SBA to invest & reinvest available funds of System Trust Fund in digital assets; provides limits & custody requirements for such investments.

Violation of State Immigration Law ; Requires FDLE to impose fine for certain violations; requires moneys be used for specified purpose; defines "unauthorized alien"; authorizes department to develop program to compensate certain persons; provides requirements to receive compensation; defines "unauthorized alien"; creates cause of action against certain local governmental entities & law enforcement agencies; requires plaintiff to prove certain elements by preponderance of evidence; provides that state waives sovereign immunity for liability in certain circumstances.

Local Government Enforcement Actions; Prohibits certain enforcement actions by counties & municipalities; authorizes persons or business entities subject to such actions to submit request for review; requires counties & municipalities to review such actions & respond within specified time period; requires counties & municipalities to establish & maintain rules; authorizes filing of legal action & providing legal remedies in certain circumstances; requires that such action be filed within specified time period; provides for certain protections from retaliation; authorizes filing of certain complaints in specified circumstances; provides for preemption.
