Agreement Among the States to Elect the President by National Popular Vote; Provides for enactment of agreement; provides method by which state may become member state; requires statewide popular election for President & Vice President of United States; establishes procedure for appointing presidential electors in member states; provides that agreement becomes effective upon occurrence of specified actions; provides for withdrawal of member state; requires notification of member states when agreement takes effect in nonmember state or when member state withdraws from agreement.

Drowning Prevention Education; Requires DOH to develop educational materials on drowning prevention safety measures & safe bathing practices for specified purposes; provides requirements for such materials; requires hospitals, birth centers, & home birth providers to provide educational materials to new parents & caregivers as part of their postpartum education & care; requires childbirth educators to provide informational materials to parents or caregivers receiving childbirth education from them.

Law Enforcement Officer Interactions with Individuals with Autism Spectrum Disorder; Requires DHSMV to establish program to improve communication between individuals with autism spectrum disorder & law enforcement officers under certain circumstances; requires DHSMV to develop & make available to such individuals certain envelope & card by specified date; provides requirements for envelope & card; authorizes such individuals to request envelope & card from DHSMV or tax collector's office beginning on specified date; requires Criminal Justice Standards & Training Commission within FDLE to establish employment training component relating to such individuals; provides requirements for training law enforcement officers on interacting with such individuals; requires training component to be included in specified course by specified date; requires specified law enforcement officers to complete training component by specified date.

Tax/Documentary Stamp Tax to Fund Down Payment Assistance; Creates additional documentary stamp tax in specified amount on residential property purchased by person who already owns certain number of residential properties; creates First-time Homebuyer Assistance Program within Department of Commerce; provides purpose & eligibility for such program; provides maximum amount of assistance that may be provided; provides that funding comes from specified tax revenue.

Trust Funds/Creation/First-time Homebuyer Assistance Program Trust Fund; Establishes First-time Homebuyer Assistance Program Trust Fund; requires Department of Revenue to transfer certain funds to trust fund; requires trust fund to provide funding for certain program.

Fentanyl Testing; Requires hospitals or hospital-based off-campus emergency departments to test for fentanyl in urine test & perform confirmation test if urine test results are positive for fentanyl; requires specified results to be retained as part of patient's clinical record for certain timeframe.

Comprehensive Waste Reduction and Recycling Plan; Requires DEP to develop comprehensive waste reduction & recycling plan, create & convene technical assistance group, & submit report to Legislature.
