Housing; Creates Department of Housing & Tenant Rights; provides for secretary be appointed by Governor & confirmed by Senate; provides purpose of department; requires department submit a report; revises provisions relating to residential tenancies, landlords, & tenants, including requirements for rental agreements, security deposits, notices, evictions, rights to purchase, rent control, impact fees, & documentary stamp taxes.

Insurer Accountability; Revises reporting requirements for insurers that pay financial consideration or payment to affiliates; revises factors office must consider in determining whether such financial consideration or payment is fair & reasonable; specifies reporting requirements for insurers relating to agreements with affiliates.

Medicaid and Florida Kidcare Programs Expansion; Provides that certain enrollees in Florida Kidcare program & Florida Healthy Kids program with family incomes at or below specified federal poverty level are not required to pay any premiums; prohibits certain charges from being imposed on such enrollees; revises list of people eligible for & length of time covered by Medicaid optional payments; requires AHCA to create Office of Medicaid Ombudsman to provide consumer protection & perform advocacy functions related to Medicaid.

Homeowners' Insurance Payment Assistance; Establishes Emergency Property Insurance Assistance Program within Department of Commerce; provides grant eligibility requirements; provides duties of department related to program; requires department to adopt rules; provides appropriation. APPROPRIATION: $1,000,000,000

State of Israel; Expresses support for State of Israel.

Lights Displayed on Fire Department and Fire Patrol Vehicles; Authorizes fire department & fire patrol vehicles to show or display blue lights.

Florida Retirement System; Authorizes employers to establish volunteer programs; establishes criteria for such programs.

Medical Use of Marijuana ; Requiring qualified physicians to perform in-person physical patient examinations before issuing initial physician certifications for the medical use of marijuana; authorizing such qualified physicians to perform patient examinations and evaluations through telehealth for renewals of physician certifications for the medical use of marijuana under certain circumstances; authorizing the Department of Health to suspend the registration of a qualified physician in the medical marijuana use registry for a specified timeframe under certain circumstances, etc.

Education of Dependents of Deceased or Disabled Servicemembers, Prisoners of War, and Persons Missing in Action; Revises eligibility requirements for educational benefits provided by state to spouse or dependent child of deceased or disabled servicemember; revises eligibility requirements for educational benefits provided by state to dependent child of prisoner of war, person missing in action, or deceased or disabled servicemember who participated in certain military operations.

Medicaid Coverage of Continuous Glucose Monitors; Requires AHCA, subject to availability of funds & certain limitations & directions, to provide coverage for continuous glucose monitors for certain Medicaid recipients; provides requirements for Medicaid recipients to continue receiving coverage for their continuous glucose monitors; requires agency to seek federal approval for implementation of act, if needed; requires agency to include rate impact of act in certain rates that become effective on specified date.
