Naloxone in Schools; Authorizes public school to purchase supply or enter into arrangement to receive supply of opioid antagonist naloxone for certain purpose; specifies requirements for maintenance of naloxone; requires school district to adopt protocol for administration of naloxone; provides that school district & its employees & agents & physician who provides protocol are not liable for any injury arising from administration of naloxone pursuant to protocol; provides exceptions.

Transfers in Divorce; Specifies that certain interests received by transferee after a divorce are exempt from claims of creditors upon being awarded or received & remain exempt; provides retroactive application.

Relief/Barney Brown/State of Florida; Provides appropriation from State of Florida to compensate Barney Brown for wrongful incarceration; provides that act does not waive certain defenses or increase state's liability; provides appropriation satisfies all present and future claims; prohibits the award of additional amounts for fees, costs, & other expenses. CLAIM WITH APPROPRIATION: $1,900,000

Train Crew Requirements; Provides minimum crew requirements for freight or passenger train; provides exceptions; provides minimum crew requirements for train that is transporting certain hazardous materials; provides penalties.

Death Penalty; Repeals provisions providing for death penalty for capital felonies and associated provisions.

Legislation by Initiative; Proposes amendment to the State Constitution to allow proposal & approval of laws by initiative without legislative or gubernatorial approval; prescribes requirements for such initiatives; requires extraordinary vote of Legislature to amend or repeal laws approved by voters; provides for Supreme Court review of initiative petitions; & requires ballot statements for such initiatives to include statement of economic impact.

Regional Planning Council Meetings; Provides requirements for establishing quorum for meetings of certain councils when voting member appears via telephone, real-time videoconferencing, or similar real-time electronic or video communication.
