Department of Financial Services; Requires DFS to create secure online portal to accept service of process; authorizes specified persons to purchase coverage in state group health insurance plan at specified premium costs; provides functions of Florida Open Financial Statement System; requires local governments to use system to file specified reports; requires hospitals to demonstrate financial responsibility; removes cap on transferring burial rights fees; revises requirements to practice embalming & funeral directing; provides requirements for title agencies & public adjusters; removes provisions relating to duties of AHCA & to the board of Florida Patient’s Compensation Fund; provides fund requirements.

Building Regulation; Revises provisions of law relating to building regulation including building code or plans examiner eligibility; conditions on provisional certificates; transferability of internship programs; demolition permits for structures; administrative fees; access to certain documents; certificates of occupancy or completion; requests for additional information from building permit applicants; & authorizes civil action.

Firefighter Inquiries and Investigations; Provides firefighters have certain rights during informal inquiry; provides firefighter may not be subjected to certain disciplinary action during informal inquiry or interrogation.

Statewide Flooding and Sea Level Rise Resilience; Establishes Statewide Office of Resilience within EOG; provides for appointment of Chief Resilience Officer; requires DEP to submit report to Governor & Legislature; requires DOT to develop resilience action plan for State Highway System & submit plan & reports to Governor & Legislature; revises projects DEP may fund within Resilient Florida Grant Program; revises vulnerability assessment requirements for noncoastal communities; extends dates by which DEP must complete comprehensive statewide flood vulnerability & sea level rise data set & assessment; requires projects to be ranked in Statewide Flood & Sea Level Rise Resilience Plan; requires Florida Flood Hub for Applied Research & Innovation to provide tidal & storm surge flooding data to certain entities; revises requirements for copies of evaluation certificates that must be submitted to DEM.

Care of Students with Epilepsy or Seizure Disorders; Requires school to provide epilepsy or seizure disorder care to student; provides for creation & implementation of individualized seizure action plan for students with epilepsy or seizure disorders to receive health care at school; provides requirements for DOE, schools, school nurses & certain other school employees, & such plans.

Intercollegiate Athlete Compensation and Rights; Revises provisions relating to entities & persons authorized to compensate or direct compensation to intercollegiate athlete; prohibits intercollegiate athlete from entering into compensation contract that conflicts with certain contracts; prohibits certain parties from using postsecondary educational institution's mark without written consent of such institution or its designee.

South Florida Center for Women & Children at The Village South; Provides an appropriation for the South Florida Center for Women & Children at The Village South. APPROPRIATION: $4,250,000

Fort Lauderdale Huizenga Park Capital Project; Provides an appropriation for the Fort Lauderdale Huizenga Park Capital Project. APPROPRIATION: $950,000

Florida Atlantic University - Health Sciences Training and Research Facility; Provides an appropriation for the Florida Atlantic University - Health Sciences Training and Research Facility. APPROPRIATION: $25,000,000

Unicorn Children's Foundation: Vocational Jobs Training for Developmentally Disabled Young Adults; Provides an appropriation for the Unicorn Children's Foundation: Vocational Jobs Training for Developmentally Disabled Young Adults. APPROPRIATION: $200,000
