Delivery of Commercial Goods by Autonomous Vehicles; Prohibiting the use of an autonomous vehicle to deliver commercial goods directly to a residence or business for use or retail sale unless a licensed human operator is physically present in the autonomous vehicle; requiring the Department of Highway Safety and Motor Vehicles to submit to the Legislature a report evaluating the use of certain autonomous vehicle technology and its impacts on public safety and employment in the transportation sector by a certain date, etc.
Transportation; Revising the membership composition of the Florida Transportation Research Institute; requiring the Department of Transportation to coordinate with the Department of Commerce, specified ports, and the Federal Government for a certain purpose; revising the visible signals given by an approaching emergency vehicle upon which a driver must yield the right-of-way; prohibiting a personal delivery device from operating as otherwise authorized unless the personal delivery device meets certain criteria and a human operator is capable of controlling and monitoring its navigation and operation; revising a limitation on the number of times a person may elect to attend a basic driver improvement course under certain circumstances, etc. APPROPRIATION: $300,000
Use of Driver License Information for Fraud Prevention; Authorizes DHSMV to provide state agencies & certain third parties with access to certain driver license information for specified purposes with licensee's consent; authorizes identity verification service providers to use DHSMV data under certain conditions; requires certain revenue be deposited into Highway Safety Operating Trust Fund; prohibits such providers from retaining certain information; prohibits third party from storing or selling certain information without licensee's consent.
Boating Safety; Revising the conditions upon which the Department of Highway Safety and Motor Vehicles must include a certain symbol on identification cards; requiring the department to issue original, renewal, or replacement identification cards that include a certain symbol in certain circumstances; authorizing the Fish and Wildlife Conservation Commission to provide the department with certain information relating to the applicant; providing a mandatory minimum sentence for a person who willfully commits such violation resulting in the death of another while boating under the influence (BUI), etc.
Rural Counties; Provides exemption from sales & use tax for industrial machinery & equipment used by wholesalers in fiscally constrained counties; prohibits state from purchasing certain land in fiscally constrained county; requires DEP to provide certain explanation to fiscally constrained county; increases amount of annual appropriation to Small County Road Assistance Program; authorizes specified amount from State Transportation Trust Fund to be used to fund Small County Outreach Program; requires AHCA to determine which providers in hospitals located in rural areas are essential Medicaid providers; creates Rural District Graduate Placement Incentive Pilot program within DOE; subject to legislative appropriation, requires DOE to provide certain bonus to school district or charter school located in fiscally constrained county; provides for program requirements & expiration; requires SBE to adopt rules. School Zone and Pedestrian Safety; Requiring that design and construction plans for the installation of crosswalks in school zones or on certain streets, roads, or highways include certain traffic control devices, etc.
Standards for Storm Water Systems; Requires storm water systems in counties & municipalities, respectively, to comply with specified DOT standards; provides inspection requirements for such systems; specifies that certain local standards are superseded; provides finding of important state interest.
