Florida Public Service Commission; Revising the membership of the Florida Public Service Commission; requiring a group of parties to certain proceedings to negotiate the terms of a settlement with the Public Counsel before presenting such settlement to the commission; requiring that orders issued by the commission contain adequate support and rationale for any conclusions made by the commission; authorizing certain persons to make a motion to intervene in a pending commission proceeding; authorizing the commission to fix affordable, in addition to fair, just, and reasonable, rates, etc.
Landscape Irrigation; Creating the “Landscape Irrigation Standards and Watering Restrictions Act”; prohibiting a person from taking certain actions regarding a landscape irrigation system unless such person is a licensed irrigation contractor or the property owner; specifying that only a licensed irrigation contractor may connect an irrigation system to a water supply; providing a purpose for landscape irrigation system standards; creating a landscape irrigation watering schedule; providing for the enforcement of the act, etc.
Manufacturing; Revises duties of Department of Commerce; establishes Chief Manufacturing Officer among senior leadership of department for specified purpose; provides that Chief Manufacturing Officer is appointed by and serves at pleasure of Secretary of Commerce; provides duties of Chief Manufacturing Officer; requires all state and local governmental entities to assist Chief Manufacturing Officer within certain constraints; creates Florida Manufacturers' Workforce Development Grant Program within department; provides that grant program is under direction of Chief Manufacturing Officer in consultation with National Institute of Standards and Technology Manufacturing Extension Partnership organization in this state; provides purpose for grant program; requires department, in coordination with National Institute of Standards and Technology Manufacturing Extension Partnership organization in this state, to review submitted applications and to select specified projects; provides that department has sole discretion in final grant awards; requires department, in coordination with National Institute of Standards & Technology Manufacturing Extension Partnership organization in this state, to establish and publish ranking metrics for reviewing and awarding grants; provides guidelines for such metrics; requires that priority be given to projects that meet certain criteria.
Immigration, Law Enforcement, and State-issued Identification; Creates Office for New Americans in Department of Commerce; provides requirements for Office for New Americans; provides that discrimination based on person's immigration status is unlawful; revises provisions of law relating to driver licenses, licensing, E-Verify System, the practice of law, federal immigration detainers, law enforcement agencies, DNA samples, education, & reclassification of penalties based on a person's immigration status; removes provisions of law relating to hospital patient data collection, human smuggling, sanctuary policies, duties relating to immigration detainees, reimbursement of costs, & sentence of death for capital offense committed by unauthorized alien; prohibits law enforcement agencies or officers, sheriff's deputies, & federal immigration agencies from engaging in certain immigration enforcement activities within a specified distance of public or private schools, child care facilities, or religious institutions; requires immigration officers to wear specified visible identification; prohibits law enforcement & immigration officers from wearing face coverings in performance of their official duties; requires specified advance notice be given to sheriff; provides criminal penalties; prohibits children from being denied free public education based on immigration status.
Emergency Relief; Creating the People’s Relief Program within the Department of Children and Families; providing a purpose for the program; requiring the program to provide assistance in the form of grants to certain residents under specified conditions; providing program eligibility requirements for individuals, etc.
Economic Hardship Grant Program; Creates People's Relief Program within DCF; requires program to provide assistance in form of grants to certain residents under specified conditions; provides program eligibility requirements for individuals; requires DCF to adopt specified rules.
Certificate of Title Application Requirements; Includes certain proof of identification & residency in requirements for certificate of title applications.
Communication Rights of Individuals with Disabilities; Provides that individuals with disability have right to communicate in their preferred manner; prohibits state agencies, schools, & health care providers from restricting or denying such individuals access to their preferred alternative communication method; specifies alternative communication methods recognized under act; specifies rights that individuals with disabilities have with respect to their communication needs; requires APD to adopt rules & develop certain training; provides requirements for training; establishes Communication Rights Advisory Board within agency for specified purpose; provides for membership & duties of board; provides for future repeal of board; requires agency to adopt procedures for reporting violations of specified provisions; provides for administrative penalties.
Public Postsecondary Tuition and Fee Waivers for Sheriff’s Office Employees; Requiring state universities and Florida College System institutions to waive tuition and fees for sheriff’s office employees; providing requirements for the waiver of tuition and fees for sheriff’s office employees; providing requirements for a person to be considered a sheriff’s office employee, etc.
Special Protections in Judicial Proceedings; Authorizes court to require pro se defendant to question certain victims & witnesses through standby counsel at any trial, hearing, or deposition upon specified findings.
Medicaid Provider Networks ; Requires AHCA to establish network adequacy standards for prepaid dental plans; provides requirements for such standards; requires Medicaid managed care plan provider network databases to identify whether providers are accepting new patients; requires prepaid dental plans to to provide specified information on online provider database.
Coverage for Mammograms and Supplemental Breast Cancer Screenings; Requires AHCA to provide coverage for yearly mammograms & yearly supplemental breast cancer screenings for certain women; revises coverages for mammograms under certain individual accident & health insurance policies, group, blanket, & franchise accident & health insurance policies, & health maintenance contracts; requires coverages for supplemental breast cancer screenings under such policies & contracts under certain circumstances.
