This joint resolution nullifies the final rule issued by the Council on Environmental Quality titled National Environmental Policy Act Implementing Regulations Revisions and published on April 20, 2022. The rule restores regulatory provisions issued under the National Environmental Policy Act of 1969 (NEPA) that were in effect before being modified in 2020 by the Update to the Regulations Implementing the Procedural Provisions of the National Environmental Policy Act rule.

Bonneville Shoreline Trail Advancement Act This bill modifies the wilderness designations of certain lands in the Uinta-Wasatch-Cache National Forest in Utah. The bill designates approximately 326.27 acres in the Uinta-Wasatch-Cache National Forest as part of the Mount Olympus Wilderness. The bill also removes the following lands in the Uinta-Wasatch-Cache National Forest from designation as wilderness: approximately 11.17 acres in the Mount Naomi Wilderness, approximately 197.4 acres in the Mount Olympus Wilderness, approximately 9.8 acres in the Twin Peaks Wilderness, and approximately 107.9 acres in the Lone Peak Wilderness Area. The lands removed from designation as wilderness shall be managed as part of the forest.

Saving Privacy Act This bill adjusts certain amounts for inflation, including reporting thresholds applicable to financial transactions, the threshold for the criminal offense of cash smuggling, and tax return thresholds for cash receipts.

No Central Bank Digital Currency Act or the No CBDC Act This bill generally prohibits the Federal Reserve Board, Federal Reserve Banks, the Department of the Treasury, and other agencies from issuing or using a central bank digital currency.

This bill prohibits the District of Columbia (DC) from using federal or local funds to require that students in elementary or secondary schools receive a COVID-19 vaccination. The bill also nullifies the Coronavirus Immunization of School Students and Early Childhood Workers Regulation Amendment Act of 2021 (D.C. Act 24-85), enacted by the DC Council on January 12, 2022.

Protecting Communications Networks from Chinese Communist Party Espionage Act This bill requires the Federal Communications Commission to auction licenses for a specified portion of the electromagnetic spectrum for nonfederal use, shared federal and nonfederal use, or a combination of those uses, with proceeds going towards the Secure and Trusted Communications Networks Reimbursement Program (a program that reimburses certain communications providers for replacing equipment deemed to be a threat to national security).

Stopping Harmful Incidents to Enforce Lawful Drone Use Act or the SHIELD U Act This bill authorizes Counter-Unmanned Aircraft System (C-UAS) activities on and off commercial service airport property to detect, identify, and mitigate threats posed by an unmanned aircraft (i.e., drone) or unmanned aircraft system. It authorizes the Department of Homeland Security (DHS), state and local law enforcement, and airport law enforcement to carry out these activities. Additionally, the bill allows DHS and the Departments of Defense, Justice, and Energy to contract with other entities to carry out C-UAS activities. The bill also (1) expands the Federal Law Enforcement Training Center curriculum to include use of C-UAS authorities as well as the ability for state, local, tribal, and territorial law enforcement to attend such training; and (2) allows state, local, and airport law enforcement to use jamming technology to mitigate a drone threat.

This resolution expresses that the Senate has heard the announcement of the death of the Honorable Jacqueline R. Walorski, Congresswoman for the Second Congressional District of Indiana. The resolution also honors Representative Walorski for her service to Indiana and the United States. The resolution expresses that when the Senate adjourns today, it stands adjourned as a further mark of respect to the memory of Representative Walorski.

No Taxpayer Funds for Illegal Alien Abortions Act This bill prohibits the Department of Health and Human Services or U.S. Immigration and Customs Enforcement from using federal funds to (1) pay for an abortion except if the life of the mother is endangered or the pregnancy was a result of rape or incest, or (2) require any person to perform or facilitate any abortion.
