Strategic Production Response Act This bill limits the drawdown of petroleum in the Strategic Petroleum Reserve until the Department of Energy develops a plan to increase the percentage of federal lands leased for oil and gas production.

Coal Council Certainty Act of 2021 This bill requires the Department of Energy (DOE) to maintain the National Coal Council under the charter that was in effect on November 19, 2021. Historically, this council provided DOE with advice and guidance about policies concerning coal. However, the council ceased operations in November 2021 when its charter was not renewed by DOE.

This resolution states that the Chinese government is responsible for ongoing abuses against the Uyghurs and other ethnic and religious minority groups and that these abuses constitute genocide and crimes against humanity. The resolution also condemns such genocide and crimes against humanity and calls on the President to take certain actions to put an end to these atrocities.

This resolution urges all U.S. government officials to decline invitations to the XXIV Olympic Winter Games and XIII Paralympic Winter Games as part of an official diplomatic delegation unless the International Olympic Committee and International Paralympic Committee move the XXIV Olympic Winter Games and XIII Paralympic Winter Games to a city under the jurisdiction of a government that is not committing mass atrocities, or the Department of State has certified that the Chinese Communist Party has stopped committing acts of genocide and that the perpetrators have accounted for their crimes. The resolution also encourages the International Olympic Committee and International Paralympic Committee to develop a framework for reprimanding or disqualifying host cities and the countries in which they are located if their governments are actively committing mass atrocities.

This joint resolution nullifies a Department of Labor emergency temporary standard for preventing the transmission of COVID-19 in employment settings. Under the standard issued on November 5, 2021, employers with 100 or more employees must require their onsite employees to either be fully vaccinated against COVID-19 or undergo weekly COVID-19 testing.

This resolution supports the designation of National GIS Day and encourages the continued use of geographic information system (GIS) technology to learn, address societal challenges, and drive economic growth.

Lower Costs, More Cures Act of 2021 This bill establishes and modifies several programs and requirements to address prescription drug prices. The bill modifies provisions under Medicare and Medicaid relating to prescription drug coverage and price transparency. Among other changes, the bill requires the Centers for Medicare & Medicaid Services to publish certain information, as reported by pharmacy benefit managers (PBMs), relating to generic dispensing rates, drug discounts and rebates, and payments between PBMs, health plans, and pharmacies; caps annual out-of-pocket spending under the Medicare prescription drug benefit; allows prescription drug plan sponsors under the Medicare prescription drug benefit to offer additional plans in a region; requires pass-through pricing models, and prohibits spread-pricing, for payment arrangements with PBMs under Medicaid; and allows states to include in the Medicaid Drug Rebate Program covered outpatient drugs that are provided as part of physician or outpatient hospital services. The bill also generally modifies other provisions relating to the regulation and costs of generic and brand-name drugs. Among other changes, the bill prohibits the manufacturer of a brand-name, generic, or biosimilar drug from entering into certain agreements to resolve or settle a patent infringement claim in connection with the sale of a drug or biological product; permanently allows high deductible health plans to waive deductibles for insulin and associated products; and establishes the position of Chief Pharmaceutical Negotiator in the Office of the U.S. Trade Representative.

Temporary Reauthorization of the Emergency Scheduling of Fentanyl Analogues Act This bill extends until May 6, 2022, the temporary scheduling order issued by the Drug Enforcement Administration to place fentanyl-related substances in schedule I of the Controlled Substances Act. The temporary order expires on May 6, 2021.

Helping Enable Access to Lifesaving Services Act or the HEALS Act This bill reauthorizes through FY2026 multiple programs that support education and training for mental and behavioral health care professionals. It also extends until FY2026 liability protections for health care professionals who volunteer their services at community health centers. Specifically, the bill reauthorizes grants for health professional schools and related programs for mental and behavioral health education and training; a demonstration program that trains health care professionals to provide mental and behavioral health services in underserved, community-based settings; and a fellowship program to provide postbaccalaureate training to improve the quality of mental health and substance use disorder services for racial and ethnic minority populations.

Fix Nondisclosure of Influence in Health Research Act This bill requires the Department of Health and Human Services to annually report on research misconduct related to foreign influence. The report must address cases of research misconduct identified by the National Institutes of Health, the investigation and enforcement of each case, and other efforts to prevent such misconduct.
