National Advisory Council on Indian Education Improvement Act or the NACIE Improvement Act This bill revises the membership and duties of the National Advisory Council on Indian Education. Specifically, the bill requires the council to (1) include at least one member who is the president of a tribal college or university, and (2) submit its annual report to the Department of Education (ED) and the Department of the Interior. ED and Interior must consider the council's report when preparing their budget materials.

250th Anniversary of the United States Marine Corps Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the 250th anniversary of the United States Marine Corps. All surcharges received by Treasury from the sale of such coins must be paid to the Marine Corps Heritage Foundation and shall only be used for the purposes of supporting the mission of the Marine Corps Heritage Center.

Homeland Procurement Reform Act or the HOPR Act This bill directs the Department of Homeland Security (DHS) to ensure that procurement of certain items, such as body armor and other protective gear, meets specified requirements, including that a fraction of procurement funds be used for items manufactured by U.S. small businesses. The bill sets forth requirements for waivers of such requirements based on a national emergency or a major disaster. DHS shall (1) ensure that covered items are purchased at a fair and reasonable price, and (2) study the adequacy of uniform allowances provided to employees of frontline operational components (i.e., Customs and Border Protection and other listed agencies and entities). Further, DHS must report to Congress recommendations on how it can procure additional items from domestic sources and bolster the domestic supply chain for items related to national security.

Supporting Families of the Fallen Act This act increases from $400,000 to $500,000 the maximum coverage amount for members (or former members) of a uniformed service under the Servicemembers' Group Life Insurance program and the Veterans' Group Life Insurance program. This act takes effect on the later of 60 days after the date of enactment or the date on which the Department of Veterans Affairs determines that (1) the increased coverage amounts and the premiums for the coverage are administratively and actuarially sound for the insurance programs, and (2) will not result in the programs operating at a loss.

This resolution supports the designation of October 2-October 8, 2022, as National 4-H Week. It also (1) recognizes the important role of 4-H in youth development and education, and (2) encourages all citizens to recognize 4-H for the significant impact the organization and members have made and continue to make by empowering young people with the skills needed to lead for a lifetime.

This bill authorizes, through the Department of Defense, additional support for Ukraine, acquiring munitions, and expansion of the defense industrial base.

Alleviating Stress Test Burdens To Help Investors Act This bill exempts certain financial companies not primarily regulated by either a federal banking agency or the Federal Housing Finance Agency from requirements to conduct stress tests. These stress tests evaluate the ability of companies to absorb losses as a result of adverse economic conditions. However, the Securities and Exchange Commission and the Commodity Futures Trading Commission may require exempted financial companies under their regulatory authority to conduct stress tests.

This bill establishes the China Grand Strategy Commission to develop a consensus on a strategy and whole-of-government approach regarding U.S. relations with China.

Civilian Conservation Center Enhancement Act of 2022 This bill authorizes various activities in connection with Civilian Conservation Centers. For example, the Departments of Agriculture and of the Interior shall offer at Civilian Conservation Centers specialized training programs focused on (1) forestry and rangeland management, (2) wildland firefighting, or (3) any other topic related to the mission of the Forest Service or Interior or the public interest.

Stop Harassing Owners of Rifles Today Act or the SHORT Act This bill removes certain short-barreled rifles, short-barreled shotguns, and other weapons from the definition of a firearm for purposes of regulation under the National Firearms Act (NFA). The bill also eliminates certain restrictions that apply to the sale or transportation of such rifles and shotguns in interstate commerce. If a state or local registration or licensing requirement is determined by reference to the NFA, the bill treats persons who acquire or possess a short-barreled rifle, short-barreled shotgun, or other weapon in accordance with the Gun Control Act of 1968 as meeting the registration and licensing requirements. The bill preempts certain state or local laws that tax or regulate these rifles, shotguns, and weapons. The Bureau of Alcohol, Tobacco, Firearms and Explosives must destroy records relating to the registration, transfer, or manufacture of applicable weapons described by this bill within one year after the enactment of this bill.
