Mapping Housing Discrimination Act This bill provides grants to institutions of higher education to analyze, digitize, and map historic housing discrimination records. The Department of Housing and Urban Development's Office of Policy Development and Research must use data submitted by institutions under the bill to create a publicly available national database of historic housing discrimination records. Historic housing discrimination records are (1) deeds or historic property records that demonstrate housing discrimination, or (2) state or local ordinances that permitted housing discrimination.

Renters Tax Credit Act of 2021 This bill allows owners of rental buildings who provide reductions in rent to their low-income tenants a refundable tax credit for a specified percentage of the difference between market rent and 30% of the monthly family income of such tenants. The bill allocates credit amounts to states for distribution to participating taxpayers.

Digital Authenticity for Court Orders Act of 2021 This bill generally requires certain court orders, particularly those relating to wiretaps, electronic surveillance, and search and seizures, to have authentic digital signatures.

Congressional Whistleblower Protection Act of 2021 This bill creates certain administrative and judicial remedies for federal employees whose right to provide information to Congress is interfered with or denied. Under current law, federal employees have the right to petition or furnish information to Congress or to individual Members of Congress, and this right may not be interfered with or denied. The bill explicitly allows employees who are aggrieved by a violation of this right to seek administrative remedies that are currently available to whistleblowers who are fired or experience other forms of retaliation. The bill also establishes a private right of action for aggrieved employees, including the option of a jury trial, if an administrative remedy is not issued within 210 days of a complaint being made. The bill applies to employees and contractors of the executive, legislative, and judicial branches of government, including members of the intelligence community.

Puerto Rico Recovery Accuracy in Disclosures Act of 2021 or PRRADA This bill requires professionals employed in debt adjustment cases involving Puerto Rico to file verified statements disclosing their connections with the debtor, creditors, and other interested parties before seeking compensation for their services.

Supreme Court Ethics Act This bill establishes a new statutory requirement for the Judicial Conference of the United States to issue a judicial code of conduct for judges and justices of U.S. courts, including Justices of the Supreme Court. Currently, the Judicial Conference issues a code of conduct for judges of U.S. courts (but not for Justices of the Supreme Court).

United States Cadet Nurse Corps Service Recognition Act of 2021 This bill recognizes service as a member of the U.S. Cadet Nurse Corps between July 1, 1943, and December 31, 1948, as active duty service. The active duty designation entitles qualifying individuals to certain benefits afforded to veterans, such as burial benefits (not including interment at Arlington National Cemetery) and honorary veteran status. Under the bill, the Department of Defense (DOD) must issue individuals who served in the corps during the specified period a discharge from their service under honorable conditions if such a discharge is warranted based on the duration and nature of the service. Such individuals are not entitled to Department of Veterans Affairs benefits aside from those related to burials and memorials. The bill also authorizes DOD to produce a service medal or other commendation, memorial plaque, or grave marker to honor the individuals.

This resolution designates July 30, 2021, as National Whistleblower Appreciation Day.

This resolution (1) commits to advancing policies that will end roadway fatalities by 2050, and (2) calls on Congress and the Department of Transportation to commit to working together to achieve zero roadway fatalities by the year 2050.

Finding Alternatives to Mass Incarceration: Lives Improved by Ending Separation Act of 2021 or the FAMILIES Act This bill establishes a federal statutory framework to divert certain defendants who are parents or caregivers away from prison and probation and into a comprehensive support services program. At the federal level, the bill establishes and provides funds for the comprehensive support services program, or FAMILIES Program. The bill authorizes federal courts to sentence a parent or caregiver to participation in the FAMILIES Program as a condition of supervised release or instead of probation or prison. At the state level, the bill funds grants for states to replicate successful state parenting sentencing alternatives programs that have the potential to keep parents out of prison. The bill also provides funds for a study on the effects of incarceration on children of incarcerated parents and for training district court judges to carry out the FAMILIES Program.
