Never Yielding Europe's Territory (NYET) Act of 2022 This bill addresses Russia's actions against Ukraine and other countries in the region. The bill authorizes and expedites the provision of security assistance, including by (1) prioritizing delivering excess defense articles to Ukraine, (2) authorizing the Department of State to waive certain costs for defense articles leased to Ukraine, and (3) authorizing additional Foreign Military Financing for programs in Europe. The bill also provides funding for (1) Foreign Military Financing assistance to Ukraine, (2) the Global Engagement Center to counter foreign-sponsored propaganda and disinformation, (3) the Countering Russian Influence Fund to support Ukraine and other countries in response to Russia's aggression, and (4) International Military Education and Training assistance for Ukraine. Furthermore, the bill imposes sanctions, including on (1) senior Russian military officials responsible for planning or executing military operations that violated Ukraine's sovereignty or territorial integrity, and (2) foreign individuals or entities that acted on behalf of Russia's government to destabilize Ukraine or disrupt Ukraine's critical infrastructure. The bill also addresses additional matters, including (1) authorizing Radio Free Europe/Radio Liberty to explore opening new bureaus to reach audiences on Russia's periphery; and (2) providing for expedited approval of natural gas exports to qualifying nations, including NATO members, whereas currently expedited approval is only available for exports to countries that are in a free trade agreement relating to natural gas with the United States.

National Ocean Exploration Act This bill provides statutory authority for the National Ocean Mapping, Exploration, and Characterization Council and revises several programs at the National Oceanic and Atmospheric Administration (NOAA) that support ocean and coastal mapping, hydrographic surveys, and spatial data collection. The bill revises the national ocean exploration program to require NOAA to provide guidance to federal and state agencies, and others, on data standards, protocols for accepting data, and coordination of data collection, compilation, processing, archiving, and dissemination for data relating to ocean exploration and characterization. It also directs NOAA to conduct education and outreach efforts to disseminate information to the public on the discoveries made by the ocean exploration program and coordinate with the outreach strategies of other domestic or international ocean mapping, exploration, and characterization initiatives. Additionally, the bill repeals the undersea research program of NOAA. It also modifies NOAA's ocean and coastal mapping program to include ecosystem approaches in decision-making for natural resource and habitat restoration, emergency response, and coastal resilience and adaptation. NOAA must develop an integrated ocean and coastal mapping federal funding match opportunity to increase the coordinated acquisition, processing, stewardship, and archival of new ocean and coastal mapping data in U.S. waters. The bill also revises and reauthorizes through FY2026 the hydrographic services program of NOAA.

The bill establishes the National Commission on Online Child Sexual Exploitation Prevention. The commission must develop best practices for interactive computer services providers (e.g., Facebook and Twitter) to prevent, reduce, and respond to the online sexual exploitation of children. Additionally, the bill limits the liability protections of interactive computer service providers with respect to claims alleging violations of child sexual exploitation laws. The bill replaces various statutory references to child pornography and material that contains child pornography with child sexual abuse material . Finally, the bill makes changes to the reporting requirements for electronic communication service providers and remote computing service providers (providers) who report apparent instances of crimes involving the sexual exploitation of children to the National Center for Missing and Exploited Children. Among the changes, the bill requires providers to report facts and circumstances sufficient to identify and locate each minor and each involved individual. The bill also increases the amount of time that providers must preserve the contents of a report.

Child Tax Credit for Pregnant Moms Act of 2022 This bill allows a child tax credit for an unborn child who is born alive. It also allows the credit upon certification that a mother's pregnancy resulted in a miscarriage (the involuntary death of an unborn child who was carried in the womb for less than 20 weeks) or that the child was stillborn (the involuntary death of an unborn child who was carried in the womb for 20 weeks or more).

This resolution recognizes and promotes the importance of parental involvement in the education of children and recognizes the necessity of school choice as a tool to empower parents to choose the best educational environment for their children.

Coronavirus Origin Validation, Investigation, and Determination Act of 2022 or the COVID Act of 2022 This bill requires the President to impose sanctions and take other actions related to COVID-19 if certain conditions are not met. Specifically, if the President is unable to certify within 90 days of this bill's enactment that China's government has allowed a transparent international forensic investigation into the origins of COVID-19 and certain laboratories in the city of Wuhan, the President must impose visa- and property-blocking sanctions against (1) individuals with leadership positions in the Chinese Academy of Sciences (CAS); and (2) officials of the Chinese Communist Party, China's military, or China's State Council who were involved in concealing or restricting information about the initial COVID-19 outbreak in China. If the certification cannot be made, the President must also (1) prohibit federal funding for collaborative projects between U.S.-based researchers and CAS researchers in any academic field, and (2) prohibit U.S.-based researchers and institutions that receive federal funding from engaging in certain research on viruses with individuals or institutions based in China.
