This resolution sets forth procedures that allow Senators to cast their votes from outside of the Senate chamber. Specifically, these votes may be cast using certain technology approved by the Secretary of the Senate and Sergeant at Arms and Doorkeeper if the majority leader and minority leader jointly determine that an extraordinary crisis of national extent exists in which it would be infeasible for Senators to cast their votes in person.

This resolution condemns the acts of gun violence that led to the tragic loss of eight lives in Georgia on March 16, 2021.

Save Hotel Jobs Act This bill requires the Department of the Treasury to award grants to hotel owners and operators to assist with payroll costs. Applicants for a grant must provide Treasury with certain assurances, including that (1) the hotel, if in operation, experienced at least a 40% decline in revenue during a three-month period in calendar year 2020 as compared to the corresponding period in 2019; and (2) the hotel owner or operator has a policy to offer employees who have been laid off during the COVID-19 public health emergency any same or similar positions that become available as a result of receiving a grant. All grant funds must be expended during the 270-day period beginning on the date the funds are disbursed. If the hotel owner or operator receives loans through the Paycheck Protection Program, the grant must be reduced by the amount of such loans that are forgiven under the program, including loans received on or before enactment of this bill. For federal tax purposes, the grants are not included as part of the gross income of the hotel owner or operator. The bill also establishes a tax credit equal to 50% of the expenses a hotel owner or operator incurs for qualified personal protective equipment (up to a maximum of $25,000).

Military Justice Improvement and Increasing Prevention Act of 2021 This bill modifies the process and policy related to the disposition of charges and convening of courts-martial for certain sexual assault cases and other specified offenses under the Uniform Code of Military Justice (UCMJ). Among other elements, the bill provides that the determinations on the preferral, disposition, and referral of charges for specified offenses under the UCMJ must be made by a commissioned officer of the Armed Forces who is designated as a court-martial convening authority (in grade O-6 or higher) and who is available for detail as trial counsel, has significant trial experience, and is outside the chain of command of the member subject to the charges.

Creating Opportunities Now for Necessary and Effective Care Technologies (CONNECT) for Health Act of 2021 or the CONNECT for Health Act of 2021 This bill expands coverage of telehealth services under Medicare. Among other provisions, the bill allows the Centers for Medicare & Medicaid Services (CMS) to waive certain restrictions, such as restrictions on the types of technology that may be used; permanently removes geographic restrictions on originating sites (i.e., the location of the beneficiary) and allows the home of the beneficiary to serve as the originating site for all services; permanently allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner); and allows the CMS to generally waive coverage restrictions during any public health emergency. Additionally, the CMS must report on the effects of expanded telehealth services during the COVID-19 public health emergency, including with respect to the utilization, quality, and outcomes of services. The Center for Medicare and Medicaid Innovation may also test alternative payment models relating to expanded telehealth services.

Safeguarding Human Rights in Arms Exports Act of 2021 or the SAFEGUARD Act of 2021 This bill establishes specified measures to prevent the sale, export, or transfer of defense articles or defense services to foreign countries for use in violation of international humanitarian law or internationally recognized human rights. These measures include (1) prohibiting arms sales to countries committing genocide or war crimes, (2) requiring a consideration of human rights practices and democratization in any foreign country to which an arms sale is contemplated, and (3) providing for congressional oversight of arms exports to foreign countries wherein certain human rights violations have occurred.

USTR Inspector General Act of 2021 This bill requires the President to appoint an Inspector General of the Office of the U.S. Trade Representative (USTR). Among other responsibilities, the Inspector General shall (1) conduct and supervise audits and investigations relating to the programs and operations of the USTR, (2) recommend policies for preventing and detecting fraud and abuse in those programs, and (3) provide a means for keeping the USTR and Congress informed about problems and deficiencies in those programs and operations.

Supplying Help to Infrastructure in Ports, Yards, and America's Repair Docks Act of 2021 or the SHIPYARD Act This bill provides supplemental appropriations to the Department of Defense (DOD) for improving naval shipyard infrastructure. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits. DOD must make this funding directly available to the Department of the Navy. Funds must be used for specified purposes, including for public and private shipyard facilities, docks, dry docks, capital equipment improvements, and dredging efforts needed by shipyards.

Puppy Protection Act of 2021 This bill requires the Department of Agriculture to expand standards that govern the humane handling, care, treatment, and transportation of animals to include new requirements for commercial dog dealers. Specifically, the standards must require dog dealers to provide to dogs adequate housing, exercise, and veterinary care; appropriate and nutritious food; continuous access to potable water; and meaningful socialization with humans and compatible dogs for at least 30 minutes each day. The standards must also include requirements for breeders to use safe breeding practices and make all reasonable efforts to find humane placement for retired breeding dogs.

National Climate Bank Act This bill establishes and capitalizes a National Climate Bank. The independent, nonprofit bank must invest in clean energy technologies and infrastructure to reduce greenhouse gas emissions. The national bank's investments and procurements division must seek to facilitate affordable investment and procurement, including in low-income communities and communities of color, in key project areas (e.g., renewable energy or climate resiliency measures). The national bank's start-up division must support the creation of new green banks by states or other political subdivisions. The new banks must be public or nonprofit specialized finance entities that use finance tools to mitigate climate change. The national bank may provide financing for such entities. In addition, the bank must explore the establishment of a cash for carbon program to remove greenhouse gas emissions from the power system. The program may use market mechanisms to expedite the retirement of carbon-intensive power generation facilities (e.g., coal-fired power generation facilities), acquire carbon assets for the purpose of reducing emissions, and invest in communities negatively affected by the loss of those facilities or assets.
