Sgt. Isaac Woodard, Jr. and Sgt. Joseph H. Maddox GI Bill Restoration Act of 2021 This bill expands eligibility for Post-9/11 GI bill educational assistance benefits and the Department of Veterans Affairs (VA) home loan program. Specifically, the bill explicitly includes the following persons as eligible veterans: Black veterans who served on active duty during World War II who can certify they were denied a specific benefit on the basis of race; and the living surviving spouses, children, grandchildren, or other direct descendants of such veterans described above who can certify the veteran was denied a specific benefit on the basis of race. Such veterans described above must apply for educational or home loan benefits within the five-year period after the passage of this bill to be eligible for benefits. The Government Accountability Office must report on the number of individuals who received educational or housing loan benefits and the total value of such benefits administered by the VA due to the amendments made by the bill. Finally, the VA must appoint a panel of independent experts to develop recommendations regarding additional benefits and assistance for female and minority members of the Armed Forces.

Coast Guard Combat-Injured Tax Fairness Act This bill extends the provisions of the Combat-Injured Veterans Tax Fairness Act of 2016 to the Department of Homeland Security, with respect to the U.S. Coast Guard when it is not operating in the Department of the Navy. That act directed the Department of Defense to identify (1) certain disability severance payments paid after January 17, 1991, to veterans with combat-related injuries, from which it withheld amounts for tax purposes; and (2) the individuals to whom such severance payments were made.

This resolution requires the Sergeant at Arms and Doorkeeper of the Senate to establish the SFC Sean Cooley and SPC Christopher Horton Congressional Gold Star Family Fellowship Program for family members of members of the Armed Forces who die in the line of duty or of veterans who die of service-connected injuries. Under the fellowship program, an individual may serve a 24-month fellowship in a Senator's office.

This resolution congratulates the Atlanta Braves on winning the 2021 Major League Baseball World Series and honors the life and legacy of Henry Louis Aaron.

Camp Lejeune Justice Act of 2021 This bill allows certain individuals to sue and recover damages for harm from exposure to contaminated water at Camp Lejeune in North Carolina between August 1, 1953, and December 31, 1987. This action is available only to individuals who were exposed to contaminated water for at least 30 days. The bill prohibits the U.S. government from asserting specified immunity from litigation in response to such a lawsuit. The bill also prohibits an individual who brings such an action from bringing a separate tort action against the United States based on the same harm.

This resolution (1) expresses support for the designation of the week of November 1-November 5, 2021, as National Family Service Learning Week, (2) recognizes the importance of family service learning in cultivating civic engagement and community investment, and (3) encourages the public to support family service learning and community development programs. Family service learning is a multigenerational problem-solving approach that utilizes active participation to meet community needs and develop the skillsets of children and families.

John R. Lewis Voting Rights Advancement Act of 2021 This bill establishes new criteria for determining which states and political subdivisions must obtain preclearance before changes to voting practices may take effect. Preclearance is the process of receiving preapproval from the Department of Justice (DOJ) or the U.S. District Court for the District of Columbia before making legal changes that would affect voting rights. The bill also includes provisions related to federally protected activities at polling places and voting access on tribal lands. A state and all of its political subdivisions shall be subject to preclearance of voting practice changes for a 10-year period if 15 or more voting rights violations occurred in the state during the previous 25 years; or 10 or more violations occurred during the previous 25 years, at least 1 of which was committed by the state itself. A political subdivision as a separate unit shall also be subject to preclearance for a 10-year period if three or more voting rights violations occurred there during the previous 25 years. States and political subdivisions that meet certain thresholds regarding minority groups must preclear covered practices before implementation, such as changes to methods of election and redistricting. Further, states and political subdivisions must notify the public of changes to voting practices. Next, the bill authorizes DOJ to require states or political subdivisions to provide certain documents or answers to questions for enforcing voting rights. The bill also outlines factors courts must consider when hearing challenges to voting practices, such as the history of official voting discrimination in the state or political subdivision. In addition, the bill (1) includes certain protections for election workers, polling places, and election infrastructure; and (2) expands voting access on tribal lands.

Protecting Sensitive Personal Data Act of 2021 This bill expands the covered transactions that are subject to the review of the Committee on Foreign Investment in the United States (CFIUS), which analyzes the national security implications of foreign investment in the United States. Specifically, CFIUS may require declarations for foreign investments in U.S. businesses that maintain or collect sensitive personal data of U.S. citizens that may be exploited to threaten national security.

Aviation Emissions Reduction Opportunity Act or the AERO Act This bill requires the Department of Transportation to award competitive grants for projects in the United States that support the production and deployment of sustainable aviation fuel or the development of low-emission aviation technologies. Eligible grantees include, among others, state or local governments, air carriers, and research institutions.

This resolution designates October 2021 as National Dyslexia Awareness Month and calls on Congress, schools, and educational agencies to recognize that dyslexia has significant educational implications that must be addressed.
