Canadian Snowbirds Act This bill establishes a nonimmigrant visa for qualified Canadian citizens. The Department of Homeland Security may admit as a visitor a Canadian citizen who (1) is at least 50 years old, (2) maintains a residence in Canada, (3) owns a U.S. residence or has signed a rental agreement for the duration of the stay, (4) is not inadmissible or deportable under various provisions, (5) will not engage in U.S. employment except for services for the visitor's employer in Canada, and (6) will not seek U.S. assistance or benefits. Such visitors may be admitted for up to 240 days out of any single 365-day period.

Combating BDS Act of 2021 This bill allows a state or local government to adopt measures to divest its assets from entities using boycotts, divestments, or sanctions to influence Israel's policies. Such measures shall meet various requirements, including those related to written notice and comment. It also bars lawsuits against investment companies based solely on a company's decision to divest from entities that use boycotts, divestments, or sanctions to influence Israel's policies.

IRS Customer Service Improvement Act This bill prohibits the use of official time for specified union activities by employees of the Internal Revenue Service during the periods each year (1) beginning on February 12 and ending on May 5, and (2) beginning on September 1 and ending on November 1.

Stop Mandating Additional Requirements for Travel Act or the SMART Act This bill nullifies on July 4, 2021, the rule issued by the Centers for Disease Control and Prevention on January 29, 2021, that requires the use of face masks on planes, trains, buses, and other public conveyances and at transportation hubs to prevent the transmission of COVID-19.

Defending Domestic Produce Production Act of 2021 This bill establishes a process by which a core seasonal industry may petition for countervailing and antidumping duties. A core seasonal industry means the producers (1) of a domestic like product that is a raw agricultural product, (2) whose collective output constitutes a majority of the total production in any state or group of states that accounts for a major portion of the total production during a discrete season or cyclical period of time, and (3) that make substantially all of their sales during that season or time period. The bill also provides that this process shall apply with respect to goods from Canada and Mexico.

Travel Optimization by Updating and Revitalizing Infrastructure to Support Mobilization Act or the TOURISM Act This bill changes requirements for and contents of the National Travel and Tourism Infrastructure Strategic Plan. The changes include requiring the plan to address strategies to leverage infrastructure investments to support the travel and tourism economy in the wake of the COVID-19 pandemic.

Iran Nuclear Treaty Act This bill requires Senate approval of certain actions with respect to Iran's nuclear program. Specifically, the bill deems any agreement reached between the President and Iran relating to Iran's nuclear program to be a treaty that is subject to the advice and consent of the Senate. Further, the bill prohibits the President from (1) limiting the application of certain sanctions, or (2) refraining to apply such sanctions pursuant to an agreement unless the agreement is subject to the advice and consent of the Senate as a treaty.

This resolution commemorates the 49 victims killed in the attack at the Pulse nightclub in Orlando, Florida, on June 12, 2016. It also offers heartfelt condolences to the families, loved ones, and friends of the victims.

Federal Debt Emergency Control Act of 2021 This bill establishes various budget enforcement procedures to address the federal debt. The procedures established by the bill take effect during any fiscal year that follows a fiscal year in which the amount of federal debt exceeded the gross domestic product (GDP) for that fiscal year. During such a period, the bill rescinds unobligated balances of stimulus spending that was provided in specified bills that addressed the impact of COVID-19, establishes a point of order against legislation that increases spending, and requires Congress to consider certain deficit reduction measures using specified expedited legislative procedures. The expedited legislative procedures must be used for legislation that (1) would reduce the deficit by at least 5% during the 10-fiscal-year period following the current fiscal year, and (2) does not increase the rate of any federal tax or increase any fee paid to the federal government.

Li Wenliang Global Public Health Accountability Act of 2021 This bill authorizes the President to impose property- and visa-blocking sanctions on foreign individuals and entities involved in deliberate acts to conceal or distort information about a public health emergency of international concern, including COVID-19. Specifically, the President may impose sanctions on (1) a government official (or a senior associate of such an official) who is responsible for or complicit in deliberate acts to conceal or distort information about an international public health emergency, or who financially benefits from such acts; or (2) a foreign person or entity that has materially assisted or supported such acts.
