Give Americans Stability at Pumps as Rising Inflation Causes Emergencies Act or the GAS PRICE Act This bill requires the Energy Information Administration (EIA) to report on any policy, regulation, or executive order with an effective date of January 20, 2021, or later that the EIA determines has increased or may increase energy prices in the United States.
Upholding the 1995 Jerusalem Embassy Law Act of 2021 This bill prohibits using federal funds to establish any diplomatic facility in Jerusalem other than the U.S. Embassy to Israel.
Prohibiting IRS Financial Surveillance Act This bill prohibits the Department of the Treasury from requiring a financial institution to report the balances, transactions, or the transfers into and out of a financial account. This prohibition does not apply to laws or regulations in effect on the date of enactment.
Extending Limits of United States Customs Waters Act of 2021 This bill extends the customs waters territory of the United States. Under current law, customs waters means waters within four leagues of the coast of the United States. This bill revises the definition to include (1) the territorial sea of the United States to the limits permitted by international law in accordance with Presidential Proclamation 5928, dated December 27, 1988, that extended such limits to 12 nautical miles from the baselines of the United States; and (2) the contiguous zone of the United States to the limits permitted by international law in accordance with Presidential Proclamation 7219, dated September 2, 1999, that extended such limits to 24 nautical miles from the baselines of the United States.
Improving Seniors' Timely Access to Care Act of 2021 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards, including the ability to provide real-time decisions in response to requests for items and services that are routinely approved; (2) annually publish specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services, relating to the quality and timeliness of prior authorization determinations.
Save Our Servicemembers Act of 2021 This bill requires the Office of the Under Secretary of Defense for Personnel and Readiness within the Department of Defense (DOD) to evaluate and standardize DOD's suicide prevention efforts. Specifically, the bill directs the Defense Suicide Prevention Office to collaborate with each military department to (1) develop and implement a process to ensure that individual nonclinical suicide prevention efforts are assessed for effectiveness, and (2) develop consistent suicide-related definitions for use throughout DOD. The bill also requires the use of such suicide-related definitions in any updated policies of DOD or each military department.
Campus Free Speech Restoration Act This bill addresses expressive activities (e.g., peacefully assembling, distributing literature, or carrying signs) on college campuses. First, the bill generally prohibits a public institution of higher education (IHE) that participates in federal student-aid programs from restricting noncommercial expressive activities in a generally accessible outdoor area on campus. Further, the bill prohibits a public IHE from receiving federal funds if the Department of Education determines that the public IHE (1) maintains a policy that infringes upon the expressive rights of students; or (2) maintains or enforces time, place, or manner restrictions on expressive activities in a generally accessible outdoor area on campus, except in limited circumstances. In addition, the bill prohibits retaliation against an individual because the individual reported or complained about restrictions on expressive activities or participated in an investigation or hearing. The bill also requires a private IHE that receives federal funds to provide students with its policies related to expressive rights. The bill also establishes a framework for investigating complaints and for IHEs to regain eligibility for federal funds.
This bill directs the U.S. Postal Service, by 270 days after its enactment, to designate a single, unique ZIP code for each of Ocoee, Florida; Miami Lakes, Florida; Oakland, Florida; and Estero, Florida.
Clean Water Allotment Modernization Act of 2021 This bill revises the formula the Environmental Protection Agency (EPA) uses to determine how to distribute funds from the Clean Water State Revolving Fund (SRF) program. Under the program, the EPA allocates funding to states for water quality infrastructure projects, such as wastewater systems and stormwater management projects. In FY2022-FY2026, the EPA must provide an initial allotment to each state that is equal to the amount the state received in FY2023. The EPA must also provide an additional allotment to each state that is based on its share of the U.S. population. In FY2027 and each subsequent fiscal year, the EPA must use an updated allotment formula, which is based on the needs of states as identified in the most recently available clean watersheds needs survey. Beginning in FY2022, the formula must also provide allotments for Indian tribes and territories. In addition, the formula must provide an allotment for EPA's oversight of SRF projects to ensure they use American iron and steel.
This bill prohibits the Social Security Administration from requiring vaccination against COVID-19 as a condition of receiving Social Security retirement, disability, or survivor benefits. The prohibition also applies to receipt of Supplemental Security Income (a federal assistance program that provides monthly cash payments to individuals who are aged, blind, or disabled and have limited income and resources).
