Interagency Patent Coordination and Improvement Act of 2022 This bill establishes the Interagency Task Force on Patents to support coordination and communication between the U.S. Patent and Trademark Office (PTO) and the Food and Drug Administration (FDA) on activities relating to patents for human drugs and biological products. The task force's duties shall include establishing a process for the PTO to request from the FDA information relating to certain patent applications to help patent examiners carry out their duties.

Fighting Post-Traumatic Stress Disorder Act of 2022 This bill requires the Office of Community Oriented Policing Services within the Department of Justice to report on one or more proposed programs to make treatment or preventative care available to public safety officers and public safety telecommunicators for job-related post-traumatic stress disorder or acute stress disorder. The report must also include draft legislative language related to each proposed program, as well as the estimated cost for administering each proposed program.

Invest to Protect Act of 2022 This bill directs the Office of Community Oriented Policing Services within the Department of Justice to award grants to local and tribal governments that employ fewer than 200 law enforcement officers. Grant funds may be used for various activities, including to provide de-escalation training and improve recruitment and retention.

Recycling and Composting Accountability Act This bill establishes data collection and reporting requirements concerning recycling and composting programs. For example, the Environmental Protection Agency must report on the capability of the United States to implement a national composting strategy for compostable materials in order to reduce contamination rates for recycling.

Recovering America’s Wildlife Act of 2022 This bill provides financial and technical assistance to states, territories, and the District of Columbia for the purposes of (1) recovering species listed as a threatened or endangered species under the Endangered Species Act or under state law, or (2) avoiding the need to list species under such laws. For example, the bill establishes the Endangered Species Recovery and Habitat Conservation Legacy Fund. A portion of the fund must be used to establish an Endangered Species Recovery Grant Program. It also provides funding for (1) the conservation or restoration of wildlife and plant species of greatest conservation need; (2) the wildlife conservation strategies of states, territories, or the District of Columbia; and (3) wildlife conservation education and recreation projects. The Department of the Interior must use a portion of the funding for a grant program. The grants must be used for innovative recovery efforts for species of greatest conservation need, species listed as endangered or threatened species, or the habitats of such species. In addition, the bill requires certain revenues generated from fees and penalties for violations of environmental requirements to be used as a source for the funding.

Department of State, Foreign Operations, and Related Programs Appropriations Act, 2023 This bill provides FY2023 appropriations for the Department of State, foreign operations, and related programs. The bill provides appropriations to the State Department for Administration of Foreign Affairs, International Organizations, and International Commissions. The bill provides appropriations for related agencies and programs, including the U.S. Agency for Global Media, the Asia Foundation, the U.S. Institute of Peace, the Center for Middle Eastern-Western Dialogue Trust Fund, the Eisenhower Exchange Fellowship Program, the Israeli Arab Scholarship Program, the East-West Center, and the National Endowment for Democracy. The bill provides appropriations for other commissions, including the Commission for the Preservation of America's Heritage Abroad, the U.S. Commission on International Religious Freedom, the Commission on Security and Cooperation in Europe, the Congressional-Executive Commission on the People's Republic of China, and the U.S.-China Economic and Security Review Commission. The bill provides appropriations to the U.S. Agency for International Development (USAID), the State Department and the President for international security assistance, and the President and International Financial Institutions for multilateral assistance. The bill provides appropriations for bilateral economic assistance, including programs and activities conducted by the President; the State Department; Independent Agencies, including the Peace Corps, the Millennium Challenge Corporation, the Inter-American Foundation, and the U.S. African Development Foundation; and the Department of the Treasury. The bill provides appropriations for export and investment assistance to the Export-Import Bank of the United States, the U.S. International Development Finance Corporation, and the U.S. Trade and Development Agency. In addition, the bill provides supplemental appropriations for activities to (1) strengthen global health security and pandemic preparedness; and (2) prevent, prepare for, and respond to the coronavirus. Finally, the bill sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

Federal Carbon Dioxide Removal Leadership Act of 2022 This bill requires the Department of Energy to remove and permanently store, as is economically feasible, specified amounts of carbon dioxide on a specified schedule, culminating in 10 million net metric tons of carbon dioxide removal for FY2035 and each fiscal year thereafter.

Weatherization Assistance Program Improvements Act of 2022 This bill expands the Department of Energy's Weatherization Assistance Program, including by establishing a Weatherization Readiness Fund. If the dwellings of low-income households have significant defects or hazards that prevent the installation of weatherization (e.g., energy efficiency) measures under the program, then states may use the fund for repairing such defects and hazards.

Global Food Security Reauthorization Act of 2022 This bill reauthorizes through FY2028 activities to implement the Global Food Security Strategy, a whole-of-government strategy to promote global food security, resilience, and nutrition. The bill also modifies aspects of the strategy, such as requiring the strategy to seek to improve the efficiency and resilience of agricultural production. The bill also reauthorizes through FY2028 activities related to the Emergency Food Security Program, an international market-based assistance program.

This resolution recognizes the importance of Radio Free Asia in its 25th year as an independent news organization chartered and funded by Congress with a mission to bring uncensored, accurate news to people living in closed societies in Asia. The resolution also honors the dedication and courage of the former and current journalists of Radio Free Asia in the face of threats and adversity from foreign governments and rising risks for press freedom in Asia and across the globe.
