Future of Local News Act of 2021 This bill establishes the Future of Local News Committee to examine, report on, and make recommendations related to the state of local news and the ability of local news to meet the information needs of the people of the United States. The duties of the committee include (1) examining the implications of the loss of local newspapers, digital news outlets, and broadcasting outlets; (2) assessing the impact of the COVID-19 (i.e., coronavirus disease 2019) pandemic and whether the Paycheck Protection Program has had beneficial effects on local news organizations; and (3) assessing and examining existing and potential means of supporting local news production. The committee must recommend mechanisms that the federal government can create and implement to support the production of local news, such as the possible creation of a new national endowment for local journalism or the reform and expansion of the Corporation for Public Broadcasting.

Military Child Care Expansion Act of 2021 This bill modifies and implements policies to update child care facilities and administration at the Department of Defense (DOD). Specifically, the bill removes certain requirements for members of the Armed Forces to receive funding for an in-home child care provider under the DOD pilot program that provides financial assistance to such members who pay for in-home child care. The bill also allows DOD to expand the pilot program to additional locations (currently it is authorized for five). DOD must establish a three-year pilot program to expand access to child care for members of the Armed Forces by entering into agreements with public or private child care facilities or development centers. Under the bill, DOD must determine the (1) root causes contributing to poor or failing facility conditions at its child development centers, and (2) total cost to improve the conditions of such centers. The Government Accountability Office must review the determinations and make recommendations on how to improve DOD child development center conditions. Lastly, DOD must utilize its existing authority to carry out minor military construction projects to construct child development centers.

Accelerating Kids' Access to Care Act This bill requires state Medicaid programs to establish a process through which qualifying out-of-state providers may enroll as participating providers without undergoing additional screening requirements. Among other things, a qualifying provider must (1) serve minors, or adults whose condition began as a minor; and (2) have previously been screened for Medicare participation or for participation in the Medicaid program of the state in which the provider is located.

Equity in Neuroscience and Alzheimer's Clinical Trials Act of 2021 or the ENACT Act of 2021 This bill sets out activities and requirements to increase the participation of underrepresented populations in research and clinical trials for Alzheimer's disease and related dementias. Specifically, the National Institute on Aging (NIA) must establish and provide technical assistance to Alzheimer's research centers located in areas with higher concentrations of minority groups. These centers must establish diagnostic and treatment clinics designed to serve minority, rural, and other underserved populations; operate clinical trials; and carry out public outreach to encourage members of minority populations to participate in clinical trials and research. Additionally, the NIA must disseminate information to members of minority populations about participating in clinical trials and take other actions to enhance diversity with respect to the Alzheimer's research that it conducts or supports. The bill also directs the NIA to increase diversity among Alzheimer's researchers by encouraging the participation of individuals who are from groups that are underrepresented in clinical, behavioral, and social sciences.

Military Justice Improvement and Increasing Prevention Act of 2021 This bill modifies the process and policy related to the disposition of charges and convening of courts-martial for certain sexual assault cases and other specified offenses under the Uniform Code of Military Justice (UCMJ). Among other elements, the bill provides that the determinations on the preferral, disposition, and referral of charges for specified offenses under the UCMJ must be made by a commissioned officer of the Armed Forces who is designated as a court-martial convening authority (in grade O-6 or higher) and who is available for detail as trial counsel, has significant trial experience, and is outside the chain of command of the member subject to the charges.

Creating Opportunities Now for Necessary and Effective Care Technologies (CONNECT) for Health Act of 2021 or the CONNECT for Health Act of 2021 This bill expands coverage of telehealth services under Medicare. Among other provisions, the bill allows the Centers for Medicare & Medicaid Services (CMS) to waive certain restrictions, such as restrictions on the types of technology that may be used; permanently removes geographic restrictions on originating sites (i.e., the location of the beneficiary) and allows the home of the beneficiary to serve as the originating site for all services; permanently allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner); and allows the CMS to generally waive coverage restrictions during any public health emergency. Additionally, the CMS must report on the effects of expanded telehealth services during the COVID-19 public health emergency, including with respect to the utilization, quality, and outcomes of services. The Center for Medicare and Medicaid Innovation may also test alternative payment models relating to expanded telehealth services.

USTR Inspector General Act of 2021 This bill requires the President to appoint an Inspector General of the Office of the U.S. Trade Representative (USTR). Among other responsibilities, the Inspector General shall (1) conduct and supervise audits and investigations relating to the programs and operations of the USTR, (2) recommend policies for preventing and detecting fraud and abuse in those programs, and (3) provide a means for keeping the USTR and Congress informed about problems and deficiencies in those programs and operations.

Coronavirus Housing Counseling Improvement Act This bill authorizes additional housing counseling services provided through the Neighborhood Reinvestment Corporation. Funding priority is given to counseling organizations that target low-income and minority homeowners, renters, individuals experiencing homelessness, and individuals at risk of homelessness.

Increasing Access to Biosimilars Act of 2021 This bill requires the Centers for Medicare & Medicaid Services to establish a demonstration project to evaluate the benefits of providing additional payments to providers of biosimilars under Medicare. Specifically, under the demonstration project, participating providers receive an additional payment based on the difference between the costs to the provider of furnishing the biosimilar and the cost if the provider had furnished the underlying reference biological product instead.

Caring for Survivors Act of 2021 This bill increases the monthly rate of dependency and indemnity compensation payable to surviving spouses through the Department of Veterans Affairs. The bill also adjusts the amount payable to surviving spouses and children of veterans who were rated as totally disabled for a period of less than 10 years before their death.
