Arctic Commitment Act This bill expands a variety of Arctic-focused provisions pertaining to national security, shipping, and trade. Additionally, the U.S. Coast Guard and Navy must jointly submit to Congress a report that outlines the requirements to establish a persistent, year-round presence of the Navy and Coast Guard in the Arctic region, including at the Port of Nome and any other deepwater port that would facilitate such a presence. The bill also requires the Committee on Maritime Transportation System to submit to Congress a report that describes the control and influence of the Russian Federation on shipping in the Arctic and includes a plan for eliminating or preventing a Russian monopoly on shipping in the region to enable an increased U.S. presence in the Arctic shipping domain. Further, the bill expresses the sense of Congress that (1) Arctic countries are important partners of the United States, and (2) the United States International Development Finance Corporation should make investments in Arctic countries to facilitate technologies that contribute to energy security and sustainable opportunities for indigenous groups.

Reproductive Freedom for All Act This bill establishes a general right of all persons to make certain reproductive decisions without undue government interference. It specifically provides statutory authority for the Supreme Court's prior holdings in Roe v. Wade and Planned Parenthood of Southeastern Pennsylvania v. Casey . In Roe , the Court held that the Constitution protects a woman's decision to terminate her pregnancy. In Casey , the Court reaffirmed this holding and additionally held that state abortion regulations may not place a substantial obstacle in the path of a woman seeking an abortion before fetal viability (i.e., an undue burden). However, a state may (1) restrict abortions after viability, except when a pregnancy endangers the life or health of the woman; and (2) enact regulations to further the health or safety of a woman seeking an abortion, except for unnecessary health regulations that present a substantial obstacle to a woman seeking an abortion. Additionally, the bill provides statutory authority for the Court's holdings in Griswold v. Connecticut (the right of married couples to obtain contraception), Eisenstadt v. Baird (the right of single persons to obtain contraception), Carey v. Population Services International (the right of minors to obtain contraception), and Whole Woman's Health v. Hellerstedt (that certain state restrictions on abortion facilities and providers created an undue burden). The bill allows the Department of Justice or any person adversely affected by a state law that violates this bill to seek injunctive relief. It also specifies that the bill does not affect laws regarding conscience protection.

This resolution recognizes, honors, and commends the women of Ukraine who have contributed to the fight for freedom and the defense of Ukraine. The resolution acknowledges the women who have risked their lives to travel through territory controlled by Russia, break siege tactics surrounding cities, and ensure the safety of children and the elderly. The resolution acknowledges the important role women must play in resolving the conflict between Ukraine and Russia as outlined in U.N. Security Council Resolution 1325 (2016) and required by the laws of the United States and regulations of Ukraine. The resolution further calls on all countries to promote the meaningful inclusion of women in negotiations and decision-making at all levels, including security decisions. Finally, the resolution commits to supporting the women of Ukraine wherever they are as they fight back against tyranny and work for the free and democratic future of Ukraine.

Benjamin Berell Ferencz Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to Benjamin Berell Ferencz in recognition of his service to the United States and the international community during the post-World War II Nuremberg trials and his lifelong advocacy for international criminal justice and the rule of law.

Lactation Spaces for Veteran Moms Act This bill requires the Department of Veterans Affairs to ensure that each of its medical centers contains a hygienic lactation space that is not a bathroom and meets other specifications (e.g., must be easy to locate).

Enhanced Election Security and Protection Act This bill makes various changes related to federal elections. Among other elements, the bill (1) reauthorizes through FY2027 the Election Assistance Commission, (2) increases penalties related to crimes against federally protected voting activities, and (3) requires the U.S. Postal Service to take certain actions related to federal election mail.

This bill enacts into law the provisions of certain public land orders relating to the revocation of the withdrawal of certain public lands in Alaska.

Veterans Marriage Recognition Act of 2022 This bill revises the definition of a spouse and surviving spouse for purposes related to veterans' benefits, health care, and other matters. Specifically, the bill includes persons who are in same sex marriages as spouses and surviving spouses.

This resolution recognizes that the United States has long sought to alleviate the suffering of civilians and nations hurt by war and remains committed to ensuring the long-term peace, prosperity, and territorial integrity of Ukraine. The resolution also recognizes that an effective Ukrainian reconstruction effort can only be accomplished by working in concert with other nations and international bodies. Finally, the resolution encourages the U.S. government to lead an international group of allies that will equitably contribute to provide the Ukrainian government and the Ukrainian people with a reconstruction assistance package for the purpose of increasing ties between nations that are seeking a stable international order to counter malign and rogue actors.
