Iran China Accountability Act This bill prohibits the use of funds to enter into any negotiation with Iran regarding an Iran nuclear agreement until the President makes specified certifications concerning the actions of China and Iran. Specifically, the President must certify that China has ceased incarcerating Uighur individuals in the Xinjiang region. Additionally, the President must certify that, among other actions, Iran has terminated all agreements involving the receipt of funds from China and all ties and transfer of cash to Iranian proxy forces, including Hamas. Further, any Iran nuclear agreement that the United States enters into must certify the destruction of any and all Iranian nuclear and missile capabilities, weapons, infrastructure, chemical weapons, and offensive cyber activity. Such agreement shall be deemed a treaty requiring advice and consent of the Senate.

Leasing Every Available Real property Now Act of 2021 or the LEARN Act of 2021 This bill allows local educational agencies to use federal buildings in order to provide in-person education for students during the COVID-19 public health emergency. Specifically, the bill allows the General Services Administration (GSA) and executive agencies to lease federal buildings for up to six months to local educational agencies for in-person education of elementary and secondary school students during the emergency period. The GSA and executive agencies must review, identify, and publish information about all available properties. District of Columbia public schools must be given priority for available properties in the District. The bill also authorizes state and local governments to use certain COVID-19 relief funds to further in-person education, including through leases of federal buildings.

This resolution recognizes that the national debt is a threat to national security and that deficits are unsustainable, irresponsible, and dangerous. It also commits to (1) restoring regular order to the appropriations process, and (2) addressing the fiscal crisis faced by the United States.

Surface Transportation Advanced through Reform, Technology, and Efficient Review Act 2.0 or the STARTER Act 2.0 This bill addresses provisions related to federal-aid highway, transit, highway safety, motor carrier, innovation, and resiliency programs of the Department of Transportation (DOT). It also sets forth requirements for the operation of railroad freight cars in the United States. For example, the bill extends FY2020 enacted levels through FY2026 for federal-aid highway, transit, and safety programs. DOT must provide competitive grants for projects to provide parking for commercial motor vehicles on the federal-aid highway system; establish a discretionary program to award competitive grants for eligible projects that encourage economic viability of the nation, a metropolitan area, or a region; create a public awareness campaign to reduce instances of driving while under the influence of prescription and over-the-counter medications; and promulgate regulations to implement an apprenticeship program for licensed commercial motor vehicle drivers under the age of 21. The bill also establishes new competitive grant programs to spur innovation of connected vehicle applications into operational deployments and to test the safe integration of automated driving system technologies into the on-road transportation system. Additionally, the bill addresses projects to improve the resiliency of federal-aid highways and bridges on and off the National Highway System. Further, the bill prohibits the operation of railroad freight cars in the United States that have been manufactured or assembled by certain foreign countries or that contain sensitive technology from such countries.

This resolution expresses support for the designation of DIPG Awareness Day. DIPG is diffuse intrinsic pontine glioma, a terminal childhood brain cancer.

Regulations from the Executive in Need of Scrutiny Act of 20 21 This bill revises provisions relating to congressional review of agency rulemaking. Specifically, the bill establishes a congressional approval process for a major rule. A major rule may only take effect if Congress approves of the rule. A major rule is a rule that results in (1) an annual effect on the economy of $100 million or more; (2) a major increase in costs or prices for consumers, individual industries, government agencies, or geographic regions; or (3) significant adverse effects on competition, employment, investment, productivity, innovation, or the ability of U.S.-based enterprises to compete with foreign-based enterprises. In addition, the bill establishes a congressional disapproval process for a nonmajor rule. A nonmajor rule may only take effect if Congress does not disapprove of the rule.

21st Century NICS Act This bill modifies procedures for conducting firearms-related background checks through the national instant criminal background check system (NICS). Specifically, it permits the NICS to query an additional database—the National Data Exchange—as part of a firearm-related background check.

Jump-Start the Economy with Jobs Act This bill requires each state that offers pandemic unemployment assistance (PUA) or pandemic emergency unemployment compensation (PEUC) to condition benefit eligibility for a long-term unemployed individual on an employer's confirmation that work is unavailable for the unemployed individual. Specifically, each state unemployment agency must request confirmation from the unemployed individual's most recent employer that the individual's position is not available at the time of the request. Unless the employer provides this confirmation, the state must terminate the individual's PUA or PEUC. The bill's provisions apply only to long-term unemployed individuals who have received PUA or PEUC for more than 30 weeks of unemployment.

Pee Dee Indian Acknowledgement Act This bill makes the Pee Dee Indian Tribe of McColl, South Carolina, a federally recognized tribe. The bill makes the tribe and its members eligible for services and benefits provided to federally recognized tribes and their members, without regard to the existence of a reservation or the location of the residence of any member. Members of the tribe residing in Marlboro County in South Carolina are deemed to be within the delivery area for services and benefits. The tribe must submit to the Department of the Interior a membership roll as a condition of receiving recognition, services, and benefits. The tribe must also maintain the membership roll.

Waccamaw Indian Acknowledgement Act This bill makes the Waccamaw Indian People of Conway, South Carolina, a federally recognized tribe. The bill makes the tribe and its members eligible for services and benefits provided to federally recognized tribes and their members, without regard to the existence of a reservation or the location of the residence of any member. Members of the tribe residing in Horry County in South Carolina are deemed to be within the delivery area for services and benefits. The tribe must submit to the Department of the Interior a membership roll as a condition of receiving recognition, services, and benefits. The tribe must also maintain the membership roll.
