UNRWA Accountability and Transparency Act This bill makes changes to U.S. foreign policy in matters concerning the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). For purposes of this policy, the bill defines Palestinian refugee as a person who (1) resided from June 1946 to May 1948 in Mandatory Palestine (a region controlled by Britain until 1948), (2) was personally displaced as a result of the 1948 Arab-Israeli conflict, and (3) has not accepted citizenship or other permanent adjustment in status in another country. The bill withholds U.S. funding for the UNRWA unless the Department of State makes certifications concerning the UNRWA's staff, partners, and funding. Specifically, the State Department must certify that neither UNRWA staff and partners nor its funding and facilities are affiliated with terrorism or engaged in the dissemination of anti-American, anti-Israel, or anti-Semitic ideologies. Additionally, the State Department must certify that the UNRWA is subject to comprehensive financial audits by an independent auditing firm and is unaffiliated with any financial institutions that the United States considers to be complicit in money laundering or terror financing. The bill also requires the State Department to implement a plan to encourage other countries to align their activities and efforts regarding the UNRWA with U.S. policy objectives, including the phase out of the UNRWA by resettling Palestinian refugees in countries other than Israel and in territories not controlled by Israel. The State Department must report to Congress on this plan.

Bear Protection Act of 2021 This bill prohibits the import, export, and commerce of bear viscera or related products except for limited acts carried out solely to enforce wildlife protection laws.

Veterans Cannabis Analysis, Research, and Effectiveness Act or the Veterans CARE Act This bill requires the Department of Veterans Affairs (VA) to conduct and support research on the efficacy and safety of certain forms of cannabis and cannabis delivery for veterans enrolled in the VA health care system and diagnosed with conditions such as chronic pain or post-traumatic stress disorder. Collected data shall be preserved in a manner that facilitates further research.

This concurrent resolution expresses the sense of Congress that government entities should consider using a portion of proceeds from litigation against opioid manufacturers and distributors for drug take-back programs.

This resolution denounces socialism and opposes the implementation of socialist policies in the United States.

Strengthening the Vaccines for Children Program Act of 2021 This bill modifies vaccination programs and coverage for children under Medicaid and the Children's Health Insurance Program (CHIP). Specifically, the bill expands and otherwise modifies the Vaccines for Children Program, which provides free vaccinations to individuals 18 years of age or younger who are uninsured or underinsured (i.e., with limited or no insurance for vaccines), are eligible for Medicaid, or are American Indians or Alaskan Natives. The bill expands the program to include children enrolled in CHIP and temporarily provides for additional payments to incentivize provider participation. The Government Accountability Office must report on the related effects of the bill's changes. The bill also expands coverage under Medicaid and CHIP to include vaccine counseling and educational services for children and temporarily requires payments to be made at a rate that is no less than the rate under Medicare for equivalent services. It also temporarily increases the Federal Medical Assistance Percentage (i.e., federal matching rate) for states that conduct culturally appropriate outreach regarding the benefits of vaccinations for children.

Entrepreneurs Need Timely Replenishment (for) Eating Establishments Act or the ENTRÉE Act This bill provides FY2021 supplemental appropriations for the Restaurant Revitalization Fund and modifies requirements related to administration of the fund. The fund was established in response to COVID-19 to make grants to eligible food and beverage purveyors for covering specified costs such as payroll, operational expenses, and paid sick leave. The bill correspondingly rescinds unobligated amounts previously made available for the Economic Injury Disaster Loan Program and coronavirus state and local fiscal recovery funds. Further, the bill requires the Small Business Administration (SBA) to (1) review and process grant applications in the order in which they are received; (2) impose requirements on applicants that reduce waste, fraud, and abuse; and (3) submit and report monthly on an oversight and audit plan outlining the SBA's policies, procedures, and activities with respect to these grants.

Sport Fish Restoration, Recreational Boating Safety, and Wildlife Restoration Act of 2021 This bill reauthorizes through FY2025 the Sport Fish Restoration and Boating Trust Fund, which provides funding for, including fisheries conservation and management, water and boating infrastructure, and recreational boating safety, among other things. The bill modifies use of the Federal Aid to Wildlife Restoration Fund, which supports wildlife restoration, conservation, and hunter education and safety programs. Of the funds disbursed for the purposes of the Sport Fishing and Boating Partnership Council, a portion of such funds remaining unobligated prior to FY2020 shall be used to study (1) the impact of derelict recreational vessels on recreational boating safety and recreational fishing, and (2) the options and methods for recycling for recreational vessels. The Government Accountability Office (GAO) shall conduct a study on recreational boating access. In carrying out the study, the GAO shall consult with the Sport Fishing and Boating Partnership Council and the National Boating Safety Advisory Council on the design, scope, and priorities of such study.

Military Sexual Trauma Retirement Equity Act This bill extends certain special compensation to specified retired survivors of military sexual trauma.

Processing Revival and Intrastate Meat Exemption Act or the PRIME Act This bill expands the exemption of custom slaughtering of animals from federal inspection requirements. Under current law, the exemption applies if the meat is slaughtered for personal, household, guest, and employee uses. The bill expands the exemption to include meat that is slaughtered and prepared at a custom slaughter facility in accordance with the laws of the state where the facility is located; and prepared exclusively for distribution to household consumers in the state or restaurants, hotels, boarding houses, grocery stores, or other establishments in the state that either prepare meals served directly to consumers or offer meat and food products for sale directly to consumers in the state. The bill does not preempt any state law concerning (1) the slaughter of animals or the preparation of carcasses, parts thereof, meat and meat food products at a custom slaughter facility; or (2) the sale of meat or meat food products.
