Emergency Support for Substance Use Disorders Act This bill requires the Substance Abuse and Mental Health Services Administration to award grants to states, other jurisdictions, and community-based entities for harm reduction activities to address drug misuse during the COVID-19 (i.e., coronavirus disease 2019) pandemic.
This resolution expresses the opposition of the House of Representatives to any plans by the Department of Defense to deliver COVID-19 (i.e., coronavirus disease 2019) vaccines to prisoners held at United States Naval Station, Guantanamo Bay, Cuba, until all Americans have had the opportunity to be vaccinated. Additionally, the resolution asserts that the government should prioritize U.S. citizens for COVID-19 vaccinations.
USPS Fairness Act This bill repeals the requirement that the U.S. Postal Service annually prepay future retirement health benefits.
Reporting Accountability and Abuse Prevention Act of 2021 This bill requires recipients of grants for family planning services to demonstrate their compliance with state and local laws that mandate reporting of child abuse, human trafficking, or other mistreatment. If a grantee does not comply, the Department of Health and Human Services (HHS) must first work with the grantee to remedy violations. For subsequent violations, the bill directs HHS to recoup funds received by the grantee. It also bars the grantee from receiving family planning funds for 36 months.
Stopping the Mental Health Pandemic Act This bill requires the Substance Abuse and Mental Health Services Administration to award grants to states, tribal nations, local governments, behavioral health and primary care providers, and community organizations to support behavioral health treatment and services during the COVID-19 (i.e., coronavirus disease 2019) pandemic.
Coronavirus Mental Health and Addiction Assistance Act of 2021 This bill requires the Substance Abuse and Mental Health Services Administration to award grants to establish a network of entities that provide mental health and substance use disorder programs during the COVID-19 (i.e., coronavirus disease 2019) pandemic. Eligible entities include tribal nations, nonprofit organizations, service providers, and partnerships of two or more eligible entities.
Community Health Center Mental Health Screening Act This bill authorizes the Department of Health and Human Services to award grants for mental and behavioral health screenings and mental health services to federally qualified health centers.
Protecting Americans from Unnecessary Spread upon Entry from COVID-19 Act of 2021 or the PAUSE Act of 2021 This bill maintains immigration restrictions put in place under public health emergency authorities to prevent the introduction of COVID-19 (i.e., coronavirus disease 2019) from foreign countries. Specifically, the bill prohibits the Department of Health and Human Services from rescinding or reducing the stringency of the restrictions. It also prohibits the Department of Homeland Security from stopping or reducing enforcement of the restrictions. These prohibitions remain in effect until (1) federal and state COVID-19 emergency orders are lifted, and (2) the risk of introducing COVID-19 in or from Canada and Mexico is minimal.
Mental Health Access Improvement Act of 2021 This bill provides for coverage of marriage and family therapist services and mental health counselor services under Medicare. It also excludes such services from the skilled nursing facility prospective payment system, and authorizes marriage and family therapists and mental health counselors to develop discharge plans for post-hospital services.
This bill reauthorizes through FY2026 and revises the Energy Efficiency and Conservation Block Grant Program. Under the program, the Department of Energy provides grants to local governments, states, and Indian tribes for energy efficiency and conservation projects and programs. This bill expands the allowable uses of grant funds to include the deployment of energy distribution technologies that significantly expand access to alternative fuels.
