Require Evaluation before Implementing Executive Wishlists Act of 2022 or the REVIEW Act of 202 2 This bill prohibits a final agency rule from taking effect until (1) the agency submits the rule to the Office of Information and Regulatory Affairs (OIRA), and (2) OIRA makes a determination as to whether the rule is a high-impact rule that may impose an annual cost on the economy of at least $1 billion. In addition, an agency must postpone the effective date of a high-impact rule until the final disposition of all actions seeking judicial review of the rule.

American Confidence in Elections Act or the ACE Act This bill addresses election administration and security, campaign finance, and other related provisions. Among other provisions, the bill reduces certain election assistance payments for states and local jurisdictions that allow noncitizens to vote in state and local elections, establishes certain requirements related to election and political mail, prohibits foreign nationals from making contributions or donations in connection with state or local ballot initiatives or referenda, repeals certain limits on coordinated party expenditures and aggregate contributions by individuals, terminates the Presidential Election Campaign Fund and requires remaining funds to be transferred to the 10-Year Pediatric Research Initiative Fund, and prohibits the use of federal funds to establish a Disinformation Governance Board.

Disclosing Foreign Influence in Lobbying Act This bill requires registered lobbyists to disclose any foreign countries or political parties that are involved in the direction, planning, supervision, or control of the lobbyist's activities.

Secure Every School and Protect Our Nation’s Children Act or the STOP II Act This bill reauthorizes and supports various grants to enhance school safety and security initiatives. It also provides statutory authority for the federal clearinghouse of school safety resources. (The clearinghouse identifies and publishes best practices and recommendations for school safety for use by state and local educational and law enforcement agencies, institutions of higher education, health professionals, and the public.)

Early Migration Alert Program Act or the EMAP Act This bill establishes within the Department of Homeland Security a program to (1) lead the dissemination of information pertaining to the release of non-U.S. nationals ( alien under federal law) from custody, and (2) formalize partnerships with regional stakeholders relating to such information. The bill also requires U.S. Immigration and Customs Enforcement and U.S. Customs and Border Protection to provide certain information to the relevant state and local governments at least 24 hours before releasing a non-U.S. national from custody.

This bill requires the Department of State to notify Congress at least 45 days before revoking a designation of an organization as a foreign terrorist organization. Congress may prohibit the revocation by enacting a joint resolution within 45 days of the State Department's notification.

Cyber Deterrence and Response Act of 2022 This bill imposes sanctions on foreign persons (individuals or entities, including agencies of a foreign state) that are knowingly responsible for or have engaged in certain state-sponsored cyber activities, generally those that originate from outside of the United States and are reasonably likely to contribute to a significant threat to U.S. national security, foreign policy, economic health, or financial stability. The bill also imposes sanctions on certain foreign persons that provide material support for such state-sponsored cyber activities.

Countering Human Trafficking Act of 2022 This bill provides statutory authority for the Center for Countering Human Trafficking (CCHT) within the Department of Homeland Security (DHS). The CCHT coordinates DHS efforts to combat human trafficking and the importation of goods produced with forced labor. The bill requires the CCHT to develop a strategy to improve the systems and processes used throughout DHS to combat human trafficking and the importation of goods produced with forced labor. The bill transfers the functions and resources of the Blue Campaign (i.e., the national public awareness effort to combat human trafficking) to the CCHT. DHS may also transfer to the CCHT any other component, directorate, or office of the department related to combating human trafficking.

Stopping Traffickers and Their Accomplices Act of 2022 This bill requires an abortion provider to notify the National Human Trafficking Hotline if the provider has a reasonable suspicion that the patient is a victim of trafficking. It also requires each abortion provider to complete annual training on how to identify and respond appropriately to individuals who are at risk of or who have experienced trafficking. The bill establishes penalties for violations.

Camp Lejeune Justice Act of 2022 This bill allows certain individuals to sue and recover damages for harm from exposure to contaminated water at Camp Lejeune in North Carolina between August 1, 1953, and December 31, 1987. This action is available only to individuals who were exposed to contaminated water for at least 30 days. The bill prohibits the U.S. government from asserting specified immunity from litigation in response to such a lawsuit. The bill also prohibits an individual who brings such an action from bringing a separate tort action against the United States based on the same harm.
