Cardiovascular Advances in Research and Opportunities Legacy Act This act addresses research, education, and awareness concerning valvular heart disease and its treatment. This disease is caused by damage to or disease affecting any valve that controls blood flow in the heart. The National Institutes of Health may conduct or support research on the disease in consultation with the National Heart, Lung, and Blood Institute (NHLBI). The NHLBI must also conduct a workshop on mitral valve prolapse, which occurs when the valve between the chambers of the left side of the heart seals improperly. The Department of Health and Human Services (HHS) must develop best practices to treat valvular heart disease. HHS may also carry out other projects to increase education and awareness of the disease.

This act designates the facility of the United States Postal Service located at 135 Main Street in Biloxi, Mississippi, as the Robert S. McKeithen Post Office Building.

Short Line Railroad Relief Act This bill authorizes the Department of Transportation to provide grants or enter into contracts and other agreements for capital projects to protect, repair, reconstruct, or replace short line railroad equipment and facilities in danger of suffering catastrophic damage, or that has suffered catastrophic damage, as a result of an emergency.

Small State and Rural Rescue Act This bill addresses requests for, and other matters pertaining to, disaster assistance provided through the Federal Emergency Management Agency (FEMA), with a focus on small states and rural communities. The bill expands the duties of FEMA's Small State and Rural Advocate to include assistance for states in the collection and presentation of material in the disaster or emergency declaration request relevant to demonstrate severe localized impacts within the state for a specific incident. Additionally, the Government Accountability Office must review FEMA's implementation of its final rule regarding factors considered when evaluating a governor's request for a major disaster declaration. In particular, the review must focus on requests for a major disaster declaration authorizing individual assistance.

This resolution expresses that the House of Representatives is committed to building upon the 20 years of success of the George McGovern-Robert Dole International Food for Education and Child Nutrition Program, complementing humanitarian assistance efforts and development programs through the continued implementation of the McGovern-Dole Program to address global food insecurity and create conditions for peace and stability, and supporting U.S. farmers, millers, shippers, and commodity groups that provide agricultural commodities for use in the McGovern-Dole Program to help combat global malnutrition and food insecurity and advance global education.

Eradicating Narcotic Drugs and Formulating Effective New Tools to Address National Yearly Losses of life Act or the END FENTANYL Act This bill requires U.S. Customs and Border Protection to review and update, as necessary, manuals and policies related to inspections at ports of entry to ensure the uniformity of inspection practices to effectively detect illegal activity along the border, such as the smuggling of drugs and humans.
