This resolution supports the designation of a National FFA Week. It also (1) recognizes the important role of the National FFA Organization (Future Farmers of America) in developing the next generation of leaders who will change the world, and (2) celebrates 50 years of National FFA alumni and supporters.

Death Tax Repeal Act This bill repeals the estate and generation-skipping transfer taxes. It also makes conforming amendments related to the gift tax.

Prevent Interruptions in Physical Therapy Act of 2021 This bill allows a physical therapist to receive payment under Medicare for services provided to the physical therapist's patients by another physical therapist through a qualifying temporary arrangement, regardless of the geographic area or population served. Currently, physical therapists may only receive payment with respect to such arrangements for services provided in medically underserved, rural, or health professional shortage areas.

Promoting Infrastructure by Protecting Our Subcontractors and Taxpayers Act This bill revises the transportation infrastructure finance and innovation program to require the Department of Transportation (DOT) to ensure that the design and construction of a project carried out under the program must have appropriate payment and performance security, regardless of whether the obligor is a state, local government, agency or instrumentality of a state or local government, public authority, or private party. DOT may accept such payment and performance security requirements if it makes a written determination that the federal interest is adequately protected.

This bill expedites the approval process for renewable fuels under the renewable fuel standard (RFS) program. The existing RFS program requires transportation fuel to contain a minimum volume of renewable fuel. Producers must register renewable fuels under the program. The bill considers an application to register a renewable fuel under the RFS program to be approved by the Environmental Protection Agency (EPA) if the fuel has been approved under any state renewable fuel program. It also establishes a deadline for the EPA to make a decision on any pending application for a renewable fuel that has not yet been approved under any state program. In addition, the bill establishes deadlines for the EPA to make decisions on pending pathway petitions by producers to register biofuels. If the EPA does not make decisions on the petitions by the deadlines, then petitions are automatically approved.

Postal Supervisors and Managers Fairness Act of 2021 This bill modifies procedures for negotiating pay and benefits of supervisory and other managerial personnel of the U.S. Postal Service (USPS). At least 60 days before the expiration of a pay decision, the USPS must propose to the supervisors' organization any changes in pay policies, pay schedules, or fringe benefit programs for members of such organization. Not later than 60 days after the USPS agrees to a collective bargaining agreement that affects the pay or benefits of supervisors or managers who are members of the supervisors' organization, the USPS shall provide a proposal regarding such matters to the organization. The bill makes binding the decision of the fact-finding panel appointed by the Federal Mediation and Conciliation Service in the event of an impasse between the USPS and a supervisors' organization over proposed changes in pay and benefits.

VA Health Center Management Stability and Improvement Act This bill directs the Department of Veterans Affairs (VA) to develop and implement a plan to hire a director for each VA medical center without a permanent director. Hiring priority shall be given to medical centers that have not had a permanent director for the longest periods.

Dismemberment Abortion Ban Act of 2021 This bill restricts the performance of dismemberment abortions. It defines the term dismemberment abortion . Specifically, the bill prohibits a physician from knowingly performing a dismemberment abortion. It provides an exception for a dismemberment abortion that is necessary to save the life of a mother whose life is endangered by a physical disorder, illness, or condition. The bill establishes criminal penalties—a fine, a prison term of up to two years, or both—for a physician who performs a prohibited dismemberment abortion. It also authorizes civil remedies for a woman or parent of a minor who undergoes a dismemberment abortion. A woman who undergoes a dismemberment abortion may not be prosecuted or held civilly liable.

This resolution honors Officers Brian Sicknick and Howard Liebengood of the U.S. Capitol Police, and it commends the bravery and service demonstrated by officers of the U.S. Capitol Police, the Metropolitan Police Department of the District of Columbia, and the other law enforcement agencies and protective entities that assisted in responding to the January 6, 2021, attack on the U.S. Capitol.

No Social Media Accounts for Terrorists or State Sponsors of Terrorism Act of 2021 This bill bars access to certain social media platforms by individuals designated as terrorists or senior officials of a government that is a state sponsor of terrorism. Specifically, the bill requires the President to prohibit providers of social media platforms (i.e., platforms that allow users to generate and share content and that have over 100,000 active users) from making such platforms available to barred individuals or officials. The bill does, however, allow officials to use these platforms solely for legitimate emergency alert purposes. Violations of this prohibition are subject to civil and criminal penalties. In addition, the President may waive the prohibition in the interests of U.S. national security. The Department of the Treasury must report to Congress on (1) the status and impact of the prohibitions of this bill, and (2) efforts to facilitate the free flow of information and access to communications technologies by civil society and democratic activists in Iran, Syria, North Korea, Cuba, and other countries controlled by authoritarian regimes.
