Unemployment Insurance Technology Modernization Act of 2021 This bill requires the Department of Labor to study and report on the technology needs of federal and state unemployment compensation programs. Based on this study, Labor must develop, operate, and maintain a modular set of technology capabilities to modernize the delivery of unemployment compensation. Before the deployment of the technology capabilities to all states, Labor must select at least four states to participate in a pilot program to test the technology capabilities and demonstrate that they meet requirements. The bill establishes accessibility requirements for filing online unemployment compensation claims. In addition, it prohibits the technology capabilities from relying solely on a high-risk automated decision system to (1) deny a claim for unemployment compensation, (2) reduce the amount of unemployment compensation for which a claimant is eligible, or (3) deny a claimant's right to appeal an unemployment compensation decision.

Access to Credit for Small Businesses Impacted by the COVID-19 Crisis Act of 2021 This bill temporarily provides credit unions with an exception to limits on outstanding member business loans. Specifically, a loan does not count towards this limit if (1) it is used for recovery from the COVID-19 (i.e., coronavirus disease 2019) emergency, (2) it is made by an insured credit union that has received a specified soundness rating, (3) it is made during a specified time period, and (4) it does not threaten the safety and soundness of the insured credit union.

Menstrual Equity in the Peace Corps Act This bill requires the Peace Corps to ensure access to menstrual products for its volunteers who require them, either by increasing stipends for these products or providing these products to its volunteers.

The COVID-19 Hospital and Health Provider Loan Conversion Act of 2021 This bill establishes and otherwise modifies requirements for the Medicare Accelerated and Advance Payment Program during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019). The program provides Medicare payments in advance to eligible providers experiencing claims or cash flow disruptions, such as during national emergencies; the program was specifically expanded in response to COVID-19 to encompass more types of providers, subject to certain recoupment and repayment provisions. The bill requires the Centers for Medicare & Medicaid Services to waive recoupment and repayment for providers who meet specified requirements. Among other criteria, providers must not have engaged in surprise billing practices with respect to COVID-19 patients. Providers must still repay any amounts not used for COVID-19 expenses; the bill caps the interest rate on such repayments at 2% upon a demonstration of hardship. The bill also requires private health insurers to treat out-of-network COVID-19 services as in-network for purposes of payment and cost-sharing.

Arctic Refuge Protection Act This bill repeals the Arctic National Wildlife Refuge oil and gas program. The bill designates approximately 1,559,538 acres of land within Alaska in the Arctic National Wildlife Refuge as a component of the National Wilderness Preservation System.

San Gabriel Mountains Foothills and Rivers Protection Act This bill establishes the San Gabriel National Recreation Area in California as a unit of the National Park System, consisting of 49,387 acres of federal lands and interests in land. The Department of the Interior must (1) cooperate with the Department of Defense (DOD) to develop opportunities for the management of the federal lands under DOD jurisdiction that are included within the recreation area, (2) create a comprehensive management plan for the recreation area, and (3) develop an integrated visitor services plan for the recreation area. The bill establishes (1) the San Gabriel National Recreation Area Public Advisory Council to advise Interior on the development and implementation of the management plan and the visitor services plan, and (2) the San Gabriel National Recreation Area Partnership to coordinate activities of governmental and private entities in advancing the purposes of this bill and to improve management and recreational opportunities within the recreation area. The Department of Agriculture must modify the boundaries of the San Gabriel Mountains National Monument in California to include 109,167 acres of additional, identified National Forest System lands and administer those lands as part of the monument. The bill designates (1) specified areas as components of the National Wilderness Preservation System, and (2) specified river and creek segments as components of the National Wild and Scenic Rivers System.

John Tanner Fairness and Independence in Redistricting Act This bill establishes requirements regarding congressional redistricting, including that redistricting plans must be developed by an independent redistricting commission. A state that has been redistricted after an apportionment of Representatives may not be redistricted again until after the next apportionment, unless the state is ordered by a court to conduct a subsequent redistricting in order to comply with the Constitution or enforce the Voting Rights Act of 1965. Each state must establish an independent redistricting commission to develop redistricting plans that meet specified criteria. If such a plan is not enacted into law, a state's highest court may select a plan developed by the state's commission. If the state court does not select a plan, a U.S. district court must develop a plan. The Election Assistance Commission must make payments to states to carry out redistricting.

Protecting Providers Everywhere in America Act or the PPE in America Act This bill makes temporary changes to the management of the inventory of diagnostic testing supplies and personal protective equipment in the Strategic National Stockpile. Through FY2026, the Department of Health and Human Services (HHS) must source a certain amount of those products from domestic manufacturers. Additionally, HHS must periodically assess and take steps to manage the inventory of those products. This includes, as appropriate, transfers or sales to federal agencies and health care facilities. The bill also provides HHS with additional authorities to manage the inventory. For example, HHS may enter into arrangements with manufacturers to establish revolving stockpiles to mitigate the risk of products expiring. HHS must report on its efforts to maintain the stockpile's inventory of testing supplies and personal protective equipment.

This resolution recognizes Black History Month as an important time to celebrate the unique contributions of all LGBTQ+ Black Americans in U.S. history.

PPP Flexibility for Farmers and Ranchers Act This bill expands eligibility for agricultural producers under the Paycheck Protection Program, established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019), to include certain agricultural producers organized as partnerships. Currently, only certain agricultural producers that are sole proprietorships, independent contractors, or self-employed individuals may receive support under the program.
