SB 360: AN ACT TO AMEND TITLE 19 OF THE DELAWARE CODE RELATING TO THE FAMILY AND MEDICAL LEAVE INSURANCE PROGRAM.

This Act changes the eligibility for Delaware's Family and Medical Leave Insurance Program ("Program") by removing the requirement that an individual be employed for at least 12 months by an employer with respect to whom leave is requested. This change would make eligible for the Program individuals who meet the hours-of-service requirement in less than 12 months.

HB 475: AN ACT TO AMEND TITLE 24 OF THE DELAWARE CODE RELATING TO THE DELAWARE NURSING ADVANCEMENT FUND.

This Act creates a new Delaware Nursing Advancement Fund (Fund) for purposes of funding a nonprofit that will maintain information and conduct studies about the nursing workforce, advance the profession of nursing, monitor trends in the nursing applicant pool, facilitate partnerships, educate the public about opportunities and careers in nursing, and distribute information about the nursing workforce. Money for the Fund will come from a $10 fee on initial and renewal applications to the Board of Nursing, as well as any disciplinary fines. The Division of Professional Regulation will make a grant award to a nonprofit to accomplish the purposes of the Fund. This Act requires a three-fourths majority vote for passage because of the requirements of Section 4, Article VIII of the Delaware Constitution.

The resolution requires that the study consider how any recommended program may be funded through Delaware’s federal Rural Health Transformation Program award and implemented through or in coordination with the competitive awards made by the Department of Health and Social Services under that program, so that the program complements, rather than duplicates, the State’s ongoing healthcare workforce initiatives. This resolution also directs the Department of Labor to consult with stakeholders to make recommendations for degreed apprenticeship programs beyond healthcare and requires the Department to submit a report of its findings to the Governor, the General Assembly, and the Division of Legislative Services by May 1, 2027.

HB 432: AN ACT TO AMEND TITLE 14 OF THE DELAWARE CODE RELATING TO DELAWARE APPRENTICESHIP PROGRAMS.

This Act establishes a Delaware Healthcare Apprenticeship Degree Program to be developed by the Department of Labor in partnership with the Department of Eduation. The Departments will work together to create a program that places aspiring healthcare professionals in paid positions in healthcare facilities, while the prospective healthcare applicants complete the training and schooling necessary to become a credentialed healthcare professional. This program will complement the Educator Program to create a low-cost pathway for aspiring healthcare applicants to earn their credits and gain training. Additionally, this Act directs the Department of Labor to engage with Delaware Health and Social Services and Delaware Human Resources to develop future apprenticeship programs to meet the needs of workforces across the State. This Act also provides that the Department of Labor is to consult with stakeholders to make recommendations for other degreed apprenticeship programs beyond healthcare and that the Department must prepare a report of its findings and submit it to the Governor, General Assembly, and the Division of Legislative Services by May 1, 2027.
