VOCA Fix to Sustain the Crime Victims Fund Act of 2021 This bill adds a new source of revenue for the Crime Victims Fund and makes changes to formula grants supported by the fund. Specifically, the bill directs revenues collected from deferred prosecution and non-prosecution agreements to be deposited into the Crime Victims Fund. Currently, such revenues are deposited into the general fund of the Treasury. Additionally, the bill increases the percentage—from 60% to 75%—of state compensation payments to crime victims in the prior fiscal year used to calculate formula grants for state victim compensation programs. Finally, the bill directs states to waive the matching requirement for recipients of state victim assistance formula grants during and for one year after a pandemic-related national emergency. It also allows states to waive the matching requirement pursuant to a policy established by the state.

Providing Responsible Oversight of Trusts to Ensure Compensation and Transparency for Asbestos Victims Act of 2021 or the PROTECT Asbestos Victims Act of 2021 This bill modifies several aspects of the asbestos bankruptcy trust system. An asbestos bankruptcy trust is established when a company subject to asbestos-related liability files for bankruptcy under chapter 11. The bill allows the U.S. Trustee Program within the Department of Justice to investigate the administration and operation of asbestos bankruptcy trusts. Additionally, it creates new criminal offenses for making a false representation to, or a false claim for payment by, an asbestos bankruptcy trust. Finally, an administrator of an asbestos bankruptcy trusts must report any Medicare benefits entitled to a claimant to the Centers for Medicare & Medicaid Services.
This resolution supports the designation of February 20-February 27, 2021, as National FFA Week. It also (1) recognizes the important role of the National FFA Organization (Future Farmers of America) in developing the next generation of leaders who will change the world, and (2) celebrates 50 years of National FFA alumni and supporters.
Ensuring Increased Disaster Loans for Small Businesses Act or the EIDL for Small Businesses Act This bill authorizes and provides funding for additional Small Business Administration (SBA) disaster loans and advances on such loans, and it modifies the requirements for providing these advances. Specifically, the bill authorizes an additional disaster loan to a prior recipient that received such a loan during the period between January 31, 2020, and December 31, 2021, up to an aggregate amount of $2 million. Further, the bill prohibits the SBA from imposing a maximum loan amount limit that is lower than $2 million for an initial disaster loan. The bill also requires the SBA to provide a recipient of an additional disaster loan an additional advance such that the total advance amount received by the applicant is $10,000. The SBA must submit a monthly report on the status of appropriations for disaster loans.
This bill extends the authority for federal agencies to reimburse federal contractors for paid leave provided to employees unable to perform work due to the COVID-19 (i.e., coronavirus disease 2019) pandemic from March 31, 2021, to September 30, 2021.
Partnering Aspiring Teachers with High-need Schools to Tutor Act of 2021 or the PATHS to Tutor Act of 2021 This bill expands access to tutoring in hard-to-staff and high-need schools by establishing a grant program and providing certain incentives to teachers. Specifically, the bill directs the Department of Education (ED) to award competitive grants to local consortia to carry out tutoring programs. Local consortia refers to partnerships between teacher preparation programs, local educational agencies or individual schools, and community-based organizations. Grant recipients may use these funds for certain activities, including matching and placing tutors, purchasing instructional materials and connectivity resources, and providing transportation and meals to students who attend the tutoring program. Further, ED must enter into an interagency agreement with the Corporation for National and Community Service to include tutor positions as approved national service positions. Finally, the bill allows tutoring to count toward service requirements for the Teacher Education Assistance for College and Higher Education grant program.
Iran Sanctions Relief Review Act of 2021 This bill restricts the President's authority to unilaterally undertake certain actions with respect to Iran and increases congressional oversight of those actions. Specifically, the President must report to Congress before terminating or waiving sanctions related to Iran or taking a licensing action that significantly alters U.S. foreign policy with respect to Iran. Each report must (1) describe the proposed action and its rationale, and (2) indicate whether or not the action is intended to significantly alter foreign policy concerning Iran. If the intention is to alter that policy, the report must provide additional information about the policy objectives and anticipated effects of the action. After the President submits a report, the bill provides Congress with a 30-day period to review it; this period is extended to 60 days for reports submitted between July 10 and September 7. During this period, Congress may enact a joint resolution approving or disapproving the action. During the review period, the President may not take the action unless Congress passes a joint resolution of approval; if Congress enacts a joint resolution of disapproval, the bill prohibits the President from taking the action. The bill also outlines procedures for the introduction and consideration of these types of joint resolutions.
This resolution opposes lifting specified sanctions on Iran and resolves that these sanctions may be terminated only after Iran has ceased providing support for acts of international terrorism and has dismantled its nuclear, biological, and chemical weapons and related technologies.
This bill requires the President to establish an interagency task force, the China Censorship Monitor and Action Group. The task force shall oversee the development and execution of a federal government strategy to monitor and address Chinese government efforts to censor or intimidate individuals and entities in the United States, including U.S. companies doing business in China, when such individuals and entities are exercising their free speech rights. The Department of State shall seek to enter into an agreement with a qualified independent research entity to report to Congress on Chinese government efforts to censor or intimidate U.S. individuals and entities in the United States, including attempts to censor or intimidate U.S. companies doing business in China.
