AB 2491: The Every Kid Counts (EKC) College Savings Program.

Existing law establishes the Every Kid Counts (EKC) College Savings Program, which requires the Student Aid Commission to implement and administer a grant program that supports local governments and other entities that sponsor one or more comprehensive citywide or regional children's savings account programs to help families, especially low-income families with young children, establish and maintain college savings accounts. This bill would make nonsubstantive changes to those provisions.

AB 2738: Construction guidelines for straw-bale structures.

Existing law establishes that certain interim provisions, pending the evaluation of straw bales as a construction material through the normal processes used for the testing and listing of building materials, the determination of construction standards, and the adoption of those materials and construction standards into the California Building Standards Code, shall become inoperative when building standards take effect that permit construction using baled straw as a loadbearing or nonloadbearing material. This bill would make a nonsubstantive change to the provisions described above relating to the operation of laws regulating construction using baled straw.

AB 2520: Business records: disclosure.

Existing law prohibits a business entity that performs bookkeeping services from disclosing the contents of any record that is prepared or maintained by the business entity to any person, other than the individual or business entity that is the subject of the record, without express written consent, except as specified. This bill would make nonsubstantive changes to the provision described above that prohibits business entities that perform bookkeeping services from making certain disclosures.

AB 2757: Affordability and cost of living.

Existing law establishes various programs and regulations to assist with affordability and cost of living issues, such as the Multifamily Housing Program, the California Dream for All Program, and the CalWORKs Housing Support Program. This bill would state the intent of the Legislature to enact legislation to address affordability and cost of living in California.

AB 2546: Director of Consumer Affairs: duties.

Existing law establishes the Department of Consumer Affairs within the Business, Consumer Services, and Housing Agency. The Consumer Affairs Act establishes the powers and duties of the Director of Consumer Affairs. This bill would make nonsubstantive changes to those provisions.

AB 2628: County Fire Service Retirement Law: benefits.

Existing law, the County Fire Service Retirement Law, administered by the County Foresters, Firewardens, and County Fire Protection District Firemen's Retirement Board, prescribes additional retirement benefits to county foresters, firewardens, and firefighters who are members of the system when specified conditions are met. Existing law provides that a person retiring for service, as specified, shall receive a pension payable in equal monthly installments during their lifetime, equal to one-half of the person's terminal salary, not to exceed $250 a month. This bill would make nonsubstantive changes to that provision.

AB 2388: Alcoholic beverages: applications for licenses.

Existing law, the Alcoholic Beverage Control Act, requires the Department of Alcoholic Beverage Control to administer the act and perform various duties relating to the issuance of alcoholic beverage licences. Existing law requires applications for licenses for the retail sale of alcoholic beverages for premises which are to be constructed or which are in the process of construction to contain specified information to assist the department in determining if the proposed premises will qualify for a license. This bill would make a nonsubstantive change to that provision.

AB 2750: Development projects.

Existing law deems an applicant for a housing development project to have submitted a preliminary application upon providing specified information about the proposed project to the city, county, or city and county from which approval for the project is being sought and payment of the permit processing fee. Existing law authorizes a development proponent that submits a preliminary application providing the required information to include in its preliminary application a request for a preliminary fee and exaction estimate from the city, county, or city and county within 30 business days of the submission of the preliminary application. This bill would make a nonsubstantive change to those provisions.

AB 2686: Financial institutions.

Existing law, the Financial Code, provides for the licensure and regulation of various types of financial institutions. This bill would make nonsubstantive changes to the provision that names that law.

AB 2735: Reproductive health care.

Existing law establishes the Department of Health Care Access and Information to oversee and administer various health programs. Existing law establishes the California Reproductive Health Equity Program within the department to ensure abortion and contraception services are affordable for and accessible to all patients and to provide financial support for safety net providers of these services. This bill would make a technical, nonsubstantive change to that provision.

AB 2736: California Environmental Quality Act.

The California Environmental Quality Act (CEQA) requires a lead agency, as defined, to prepare, or cause to be prepared, and certify the completion of an environmental impact report on a project that it proposes to carry out or approve that may have a significant effect on the environment or to adopt a negative declaration if it finds that the project will not have that effect. CEQA also requires a lead agency to prepare a mitigated negative declaration for a project that may have a significant effect on the environment if revisions in the project would avoid or mitigate that effect and there is no substantial evidence that the project, as revised, would have a significant effect on the environment. CEQA makes various legislative findings and declarations regarding the maintenance of a quality environment for the people of this state and states the intent of the Legislature for state agencies to regulate activities so that major consideration is given to preventing environmental damage. This bill would make nonsubstantive changes to those findings and declarations and to the statement of intent.

AB 2762: Electrical corporations and gas corporations: rates.

Existing law vests the Public Utilities Commission with regulatory authority over public utilities, including electrical corporations and gas corporations. Existing law authorizes the commission to fix the rates and charges for every public utility and requires that those rates and charges be just and reasonable. Existing law requires the commission, for purposes of establishing rates for any electrical corporation or gas corporation, to disallow expenses reflecting the direct or indirect costs resulting from any unreasonable error or omission relating to the planning, construction, or operation of any portion of the corporation's plant that cost, or is estimated to have cost, more than $50,000,000, including any expenses resulting from delays caused by any unreasonable error or omission, as specified. This bill would make nonsubstantive changes to that requirement.
