AB 2703: Postsecondary education: access to higher education.

Existing law establishes the California Community Colleges, the California State University, the University of California, independent institutions of higher education, and private postsecondary educational institutions as the segments of postsecondary education in this state. Existing law makes certain findings and declarations relating to access to higher education. This bill would make a nonsubstantive change to those findings and declarations.

AB 2718: City streets: change of grade.

The Change of Grade Act of 1909 authorizes the city council of a city to change or modify the grade of its city streets in the manner provided by the act. This bill would make nonsubstantive changes to this provision.

AB 2557: Legislative information system: bill position letters.

Existing law requires the Legislative Counsel, with the advice of the Assembly Committee on Rules and the Senate Committee on Rules, to make certain legislative information available to the public in electronic form, including the text, bill history, and bill status of each bill introduced and amended in each current legislative session and all bill analyses prepared by legislative committees in connection with each bill in each current legislative session. This bill would add all position letters submitted through the Legislature's internet portal in connection with each bill in each current legislative session to the information the Legislative Counsel is required to make publicly available in electronic form.

AB 2482: School districts: reorganization.

Existing law provides that an action to reorganize one or more school districts is initiated upon the filing with the county superintendent of schools of a petition to reorganize one or more school districts, if the petition is signed by any of 4 specified groups. Existing law also defines an "action to reorganize districts" as either an action to form a new school district, as specified, or an action to transfer territory, including the transfer of all or part of an existing school district to another existing school district. This bill would make nonsubstantive changes to the provision defining an "action to reorganize districts."

AB 2406: Veterans: county and city buildings.

Existing law authorizes a political subdivision to lease, or to acquire and lease or sublease, a lot or building to a veterans association, veterans service organization, or nonprofit veterans service agency for up to 20 years, as specified. This bill would make technical, nonsubstantive changes to this provision.

AB 2399: Real property tax: welfare exemption: community land trusts.

Existing property tax law, pursuant to constitutional authorization, provides for a "welfare exemption" for property used exclusively for religious, hospital, scientific, or charitable purposes and that is owned or operated by certain types of nonprofit entities, if certain qualifying criteria are met. Existing law also provides that property is within the welfare exemption if that property is owned by a community land trust, as defined, otherwise qualifying for the welfare exemption, and specified conditions are met, including that the property is being or will be developed or rehabilitated as housing, as specified. This bill would make a nonsubstantive change to the provision providing that property is within the welfare exemption if that property is owned by a community land trust.

AB 2754: School safety.

Existing law authorizes the governing board of a school district to establish a security department under the supervision of a chief of security as designated by, and under the direction of, the superintendent of the school district. Existing law also authorizes the governing board of a school district to establish a school police department under the supervision of a school chief of police and to employ peace officers. This bill would make a nonsubstantive change to the latter provision.

AB 2657: Prescriptions.

Existing law, the California Uniform Controlled Substances Act, classifies controlled substances into 5 designated schedules, with the most restrictive limitations generally placed on controlled substances classified in Schedule I, and the least restrictive limitations generally placed on controlled substances classified in Schedule V. Existing law prohibits the delivery of Schedule II, III, or IV controlled substances to a pharmacy unless a receipt for the merchandise is signed by a pharmacist or authorized receiving personnel. A violation of this provision is a crime. This bill would make nonsubstantive changes to this provision.

AB 2445: Public infrastructure projects.

The State Capitol Building Annex Act of 2016 authorizes the Joint Rules Committee to pursue the construction of a state capitol building annex or the restoration, rehabilitation, renovation, or reconstruction of the existing State Capitol Building Annex, and any other ancillary improvements, as provided. The act authorizes projects to be pursued in phases, which may include a visitor center, a relocated and expanded underground parking facility, and any related or necessary deconstruction and infrastructure work. This bill would require the visitor center to be located in the constructed state capitol annex or within the restored, rehabilitated, renovated, or reconstructed State Capitol Building Annex, and would prohibit the entrance to the visitor center from being located on the west side of the west wing of the State Capitol. The bill would restrict any project authorized in accordance with these provisions from including significant changes to the west plaza and west steps of the west wing of the State Capitol Building. The bill would make any nondisclosure agreement relating to the state capitol building annex void and unenforceable. Existing law governs public contracts for professional services of private architectural, landscape architectural, engineering, environmental, land surveying, or construction project management. This bill would prohibit a person from entering into a nondisclosure agreement relating to a public infrastructure project, as defined. The bill would make void and unenforceable a nondisclosure agreement relating to a public infrastructure project entered into on or after January 1, 2027.

AB 2709: Health facilities: limited liability companies.

Existing law provides for the licensure and regulation of health facilities by the State Department of Public Health. Existing law specifies that a requirement placed on, or in reference to, a corporation in the provisions regulating health facilities also applies to a limited liability company. This bill would make technical, nonsubstantive changes to this provision.

AB 2648: Crimes: alternatives to incarceration.

Existing law requires a court to consider alternatives to incarceration, including, without limitation, collaborative justice court programs, diversion, restorative justice, and probation. Existing law states that it is the intent of the Legislature that the disposition of any criminal case use the least restrictive means possible. This bill would make a technical, nonsubstantive change to this provision.

AB 2547: Life and disability insurance.

Existing law generally regulates classes of insurance, including life and disability insurance. Under existing law, an insurer is entitled to rely upon all statements, declarations, and representations made by an applicant for insurance relative to the insurable interest that the applicant has in the insured. Existing law prohibits an insurer from incurring any legal liability except as set forth in the policy, by virtue of any untrue statements, declarations, or representations that are relied upon in good faith by the insurer. This bill would make technical, nonsubstantive changes to those provisions.
