AB 2952: Public employees: retraining and rehabilitation.

Existing law requires every public agency, its insurance carrier, and the Department of Rehabilitation to jointly formulate procedures for the selection and referral of injured full-time public employees who may be benefited by rehabilitation services and retrained for other positions in public service. This bill would make nonsubstantive changes to those provisions.

AB 3146: Healing arts: sex-reassignment.

Existing law provides for the licensure and regulation of various healing arts professions and vocations by boards within the Department of Consumer Affairs, including, among others, the Medical Board of California and the California State Board of Pharmacy. Existing law makes specified actions by licensed health care providers unprofessional conduct and, in certain cases, a criminal offense. This bill would state the intent of the Legislature to enact subsequent legislation prohibiting a health care provider from providing sex-reassignment prescriptions or procedures on a patient under 18 years of age unless certain conditions are met.

AB 3075: Local government: grant programs: technical assistance.

Existing law establishes various grant programs that are available to, or implemented by, local governments, including a building code enforcement incentive program, the Natural Disaster Emergency Shelter Program, and the Homeless Emergency Aid program. This bill would state the intent of the Legislature to enact legislation to provide additional technical assistance to local government accessing state grant programs.

AB 3266: Unclaimed property: employee benefit plans.

Existing law, the Unclaimed Property Law, provides that all tangible personal property located in the state and all intangible personal property, except property of specified classes, that has remained unclaimed by the owner for specified time periods escheats to the state. Existing law specifies the circumstances under which unclaimed employee benefit plan distributions escheat to the state. This bill would make a technical, nonsubstantive change to the provisions governing the escheat of employee benefit plan distributions.

AB 3000: Hate crimes.

Existing law defines a "hate crime" as a criminal act committed, in whole or in part, because of actual or perceived characteristics of the victim, including, among other things, race, religion, disability, and sexual orientation. Existing law makes a hate crime committed under certain circumstances that is not punishable in state prison or under specified provisions punishable in a county jail as a misdemeanor or a felony, or by a fine not to exceed $10,000, or by both the fine and imprisonment, as specified. This bill would make technical, nonsubstantive changes to these provisions.

AB 3180: Affordable housing.

Existing law finds and declares that the Legislature has provided specified reforms and incentives to facilitate and expedite the construction of affordable housing. This bill would make a nonsubstantive change to that provision.

AB 3244: Rental passenger vehicle transactions.

Existing law generally governs the transactions between a rental car company, also referred to as a rental company, and its customers, including, among other provisions, authorization for a rental company to collect specific types of fees and charges from its customers. Existing law permits a rental company and its customer may agree that the customer will be responsible for physical damage of up to a total of $500 resulting from vandalism unrelated to the theft of the rented vehicle. This bill would instead permit a rental company and its customer to agree that the customer will be responsible for physical damage of up to a total of $500 resulting form vandalism that did not occur during the theft of the rented vehicle.

AB 3185: Department of Industrial Relations.

Existing law establishes the Department of Industrial Relations within the Labor and Workforce Development Agency and provides that one of the functions of the department is to foster, promote, and develop the welfare of wage earners of this state. This bill would make a nonsubstantive change to that provision relating to the functions of the department.

AB 3091: Oil and gas: abandoned wells.

Existing law requires the State Oil and Gas Supervisor, in cooperation with appropriate state and local agencies, to develop a strategy for extracting existing accumulations of methane gas and other hazardous gas from abandoned oil and gas wells in high-risk areas identified by the supervisor to protect the health and safety of the public. This bill would make nonsubstantive changes to that provision.

AB 3082: Floating home marinas.

Existing law, the Floating Home Residency Law, prescribes various terms and conditions on tenancies in floating home marinas, as defined. Existing law prohibits management of a floating home marina located in the County of Alameda, Contra Costa, or Marin from increasing the gross rental rate for a tenancy for a floating home berth in a floating home marina more than 3% plus the percentage change in the cost of living, or 5%, whichever is lower, of the lowest gross rental rate charged for a tenancy at any time during the 12 months prior to the effective date of the increase. This bill would state the intent of the Legislature to amend this provision to address floating homes in the County of Marin.

AB 3174: Multifamily Housing Program: definitions.

Existing law establishes the Department of Housing and Community Development and requires it to administer various programs intended to promote the development of housing, including the Multifamily Housing Program, pursuant to which the department provides financial assistance in the form of deferred payment loans to pay for the eligible costs of development of specified types of housing projects. Existing law defines various terms for purposes of that program, including "supportive housing." This bill would make nonsubstantive changes to those definitions relating to the Multifamily Housing Program.

AB 3274: State park system.

Existing law designates all parks, public campgrounds, monument sites, landmark sites, and sites of historical interest established or acquired by the state, or that are under its control, as the state park system, except as specified. This bill would make nonsubstantive changes to these provisions.
