Saving America's Vulnerable and Endangered Species Act or the SAVES Act This bill amends the Endangered Species Act of 1973 to prohibit a living nonnative species from being listed as a threatened or endangered species.
Retirement Freedom Act This bill allows an individual to opt out of Medicare hospital services benefits without also having to opt out of Old Age, Survivors, and Disability Insurance benefits and without having to repay Medicare hospital services benefits already received. The bill also allows an individual to opt back in with no penalty.
Public Water Supply Invasive Species Compliance Act of 2021 This bill addresses transfers between Texas, Arkansas, and Louisiana of water that contains invasive species. The bill exempts certain water transfers between public water supplies in Texas, Arkansas, and Louisiana from prohibitions on illegal trade of plants and wildlife. Specifically, the prohibitions do not apply to covered water transfers containing prohibited species if the species are present in both public water supplies before the transfer, the water is subject to effective mitigation measures, and the water is transferred directly between the supplies; or the water is transferred in a closed conveyance system, such as a pipe system, and sent directly to treatment facilities where the species will be destroyed. The costs of the mitigation measures must be borne by the entity that sells the water for financial gain. Finally, the bill establishes notification requirements for water transfers.
Protection of Women and Girls in Sports Act of 2021 This bill makes it a violation of federal law for a recipient of federal funds who operates, sponsors, or facilitates athletic programs or activities to permit a person whose sex is male to participate in an athletic program or activity that is designated for women or girls. The bill specifies that sex shall be recognized based solely on a person's reproductive biology and genetics at birth.
Financial Defense for Industrial Contractors Act or the FDIC Act This bill requires the Federal Deposit Insurance Corporation to begin proceedings for terminating the insured status of large depository institutions that deny banking services to federal contractors that otherwise qualify for such services.
Assuring that Robust, Thorough, and Informed Congressional Leadership is Exercised Over National Emergencies Act or the ARTICLE ONE Act This bill terminates a declaration of national emergency made by the President after 30 days unless Congress votes to extend the declaration. (Currently, Congress can cancel an emergency declaration only by passing a resolution that can withstand a presidential veto.) The bill establishes procedures for congressional review of declarations of national emergencies. The President shall (1) transmit specified information to Congress with any proclamation declaring or renewing a national emergency, including a description of the circumstances necessitating the declaration or renewal of a national emergency declaration and its estimated duration; and (2) report periodically on the status of the emergency.
American Values Act This bill expands and makes permanent certain restrictions that prohibit the use of U.S. foreign assistance to pay for the performance or promotion of abortion services overseas. Current law generally prohibits the use of foreign assistance for abortions through language included in appropriations bills. This bill specifically prohibits the use of any funds under the Foreign Assistance Act for (1) abortions or involuntary sterilization as methods of family planning, or (2) biomedical research that relates to these practices as methods of family planning. In addition, the bill makes permanent prohibitions on the use of such funds to (1) lobby for or against abortion, or (2) fund any organization or program that supports or participates in coercive abortion or involuntary sterilization. The bill also makes permanent a prohibition on the use of funds made available to the Peace Corps to pay for abortions.
Cost Recovery and Expensing Acceleration to Transform the Economy and Jumpstart Opportunities for Businesses and Startups Act or the CREATE JOBS Act This bill allows permanent expensing of qualified property (i.e., property with a recovery period of 20 years or less and that is computer software, water utility property, or film, television, or live theatrical production property). It also modifies depreciation provisions for residential rental property and nonresidential real property. The bill repeals provisions for the amortization of research and experimental expenditures, thus providing for direct expensing of such expenditures.
