Relating to vessels; to amend Sections 33-5-3, 33-5-4, 33-5-5, 33-5-6, 33-5-7, 33-5-8, 33-5-10, 33-5-12, 33-5-15, 33-5-16, 33-5-20, 33-5-21, 33-5-22, 33-5-23, 33-5-25, 33-5-26, 33-5-27, 33-5-28, 33-5-30, 33-5-31, 33-5-32, 33-5-34, 33-5-35, 33-5-36, 33-5-51, 33-5-52, 33-5-53, 33-5-54, 33-5-55, 33-5-56, 33-5-58, 33-5-59, 33-5-60, 33-5-61, 33-5-62, 33-5-63, 33-5-64, 33-5-65, 33-5-66, 33-5-67, 33-5-68, 33-5-69, 33-5-70, 33-5-71, 33-5-72, 33-5-73, 33-5-74, 33-5-75, 33-5-77, 33-5-79, 33-5-81, Code of Alabama 1975, to establish the classification of boating violation as a recognized criminal offense classification and to reclassify various criminal offenses as boating violations and further provide for criminal penalties; to further provide for the requirement to report certain boating accidents; to further provide for the general operational and equipment requirements of a vessel; to further provide for vessel horsepower requirements and the use of engine cut-off switches; to establish the uniform electronic boating traffic ticket and provide for its issuance; to amend Sections 12-12-50, 12-12-51, 12-12-52, 12-12-55, and 12-19-179, Code of Alabama 1975, to provide the district court with jurisdiction over boating violations and further provide for the court costs and fees for boating violations; to amend Section 41-27-6, Code of Alabama 1975, to rename the Marine Police Division within the Department of Public Safety to the Marine Patrol Division; to make nonsubstantive, technical revisions to update the existing code language to current style; to repeal Sections 33-5-22.1, 33-5-29, 33-5-33, and 33-5-78, Code of Alabama 1975; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.

Relating to alcoholic beverage licenses; to amend Section 28-3A-23, Code of Alabama 1975, to provide further for criminal background checks of license applicants.

To make supplemental appropriations for the fiscal year ending September 30, 2023: from the Veterans' Assistance Fund to the Department of Veterans' Affairs in the amount of $10,000,000, and from the State General Fund to various agencies and entities a total amount of $207,623,865; and to amend Section 2C of Act 2022-270 to clarify the conditions for release of the conditional appropriation to the Department of Corrections and to reallocate the conditional appropriation to the Corrections Capital Improvement Fund, if those conditions are not met.

Relating to the Alabama Board of Examiners in Counseling; to add a new Article 3 to Chapter 8A of Title 34, Code of Alabama 1975, to create and provide for the operation of an Alabama Licensed Counselor Wellness Committee and voluntary treatment program for impaired licensed professional counselors and associate licensed counselors.

Relating to the practice of dentistry and dental hygiene; to amend Sections 34-9-1, 34-9-5, 34-9-10, 34-9-11, 34-9-15, 34-9-26, 34-9-27, 34-9-43, 34-9-60, 34-9-63, and 34-9-86, Code of Alabama 1975; to further provide for penalties for violations; and qualifications for licensure and administration of controlled substances by dentists and dental hygienists.

Relating to motor vehicles; to amend Section 32-6-65, Code of Alabama 1975; to define "centralized motor vehicle registration"; to allow for certain data collection; and to make nonsubstantive, technical revisions to update the existing code language to current style.

Relating to redevelopment authorities; to amend Section 11-54A-7, Code of Alabama 1975, to further provide for the qualifications for directors.

To make an appropriation of $169,633 from the State General Fund to the Coalition Against Domestic Violence for the fiscal year ending September 30, 2024, to require an operations plan and an audited financial statement prior to the release of any funds, and to require quarterly and end of the year performance reports.

Relating to crimes and offenses; to amend Section 13A-10-11, Code of Alabama 1975, to further provide for the definition of "peace officer" regarding the crime of impersonating a peace officer; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.

To make an appropriation of $39,097,848 from the Children First Trust Fund for the fiscal year ending September 30, 2024, to the entities and for the purposes designated in Section 41-15B-2.2, Code of Alabama 1975; to provide for the deposit of tobacco settlement revenues into the Children First Trust Fund; to require written notification of anticipated agency allocations by the State Director of Finance; to require quarterly allocations; to condition allocations on receipt of tobacco revenues; to provide for the transfer to the State General Fund during fiscal year 2024 that portion of Children First Trust Fund receipts currently allocated for the State Board of Education; to make an appropriation of $50,511,261 from other tobacco settlement funds for the fiscal year ending September 30, 2024; and to make a conditional appropriation and allocation of additional tobacco revenues upon the recommendation of the Director of Finance, the Chairman of the House Ways and Means General Fund Committee and the Chairman of the Senate Finance and Taxation-General Fund Committee, and the approval of the Governor.
